  6. NPP EXPORTERS’ PRINCIPLES OF CONDUCTas a mean of public acceptance In 2010 major representatives of nuclear industry (Atomstroyexport, Westinghouse, GE-Hitachi, AREVA, Mitsubishi, Toshiba, Doosan, KEPCO) jointly elaborated “Nuclear Power Plant Exporters’ Principles of Conduct”. This document declares adherence of the NPP exporters to six principles: Safety, Security, Environmental Protection, Compensation for Nuclear Damage, Nonproliferation, and Ethics. These Principles reflect among others the lessons learned from the Fukushima nuclear accident following the earthquake and tsunami. NPP exporters will inform their customers, suppliers, subcontractors, and other participants in the nuclear power plant industry about the nature, purposes, and benefits of these Principles of Conduct, and recommend their cooperation in applying them. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  7. NPP EXPORTERS’ PRINCIPLES OF CONDUCTas a mean of public acceptance • Recognizing their unique expertise, NPP exporters will undertake, as specifically agreed, to cooperate with and provide relevant information to pertinent governments and Customers to help promote: • Protection of the environment through the responsible use of natural resources, the reduction of waste and emissions, and the minimization of harmful impacts to the environment, in accordance with the best technically and economically sound practices of the worldwide nuclear power industry; • A precautionary approach to the environment consistent with the definition provided in the United Nations Global Compact and the Rio Declaration; and • Development in Customer States of systems for the long-term management of spent fuel and/or radioactive waste that are rational, economic, safe, secure, and consistent with Customer States’ safeguards obligations. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  8. ROSATOM ECOLOGICAL POLICY The State Atomic Energy Corporation ROSATOM in the frames of national legislation and with accounting international standards requirements has elaborated its Ecological policy in force since 2010. Implementation of this Policy is under keen control of Rosatom management at all the administrative levels. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  9. ROSATOM ECOLOGICAL POLICY As per results of releases and discharges monitoring in Balakovo region it could be seen the share of releases and discharges of Balakovo NPP is significantly less than share of Balakovo thermal power plant. This effect is one of results of Ecological policy of Rosatom. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  10. ENVIRONMENTAL ASPECTS All the organizations involved in Rosatom projects have to prove compliance of their integrated management system with requirements of the international standard ISO 14001:2004. The system must include procedure for identification of environmental aspects, their assessment and measures for mitigating environmental risks if any. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  11. ENVIRONMENTAL ASPECTS DURING DESIGN • During design the following major areas of possible environmental risks occurrence are defined: • Management of construction wastes • Management of chemical pollutions • Management of releases and discharges • Management of radioactive wastes. • These should also take into account stages of nuclear facility lifecycle. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  12. ENVIRONMENTAL ASPECTS DURING OPERATION During operation same major areas should account also radioactive contamination of the technological wastes. Assessment of these environmental aspects should include assessment of their influence onto personnel and public. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.

  13. LOCALIZATION AS A TOOL OPTIMIZING IMPLEMENTATION OF CUSTOMER’S ECOLOGICAL REQUIREMENTS Potential for external sourcing Exclusive Russian supply Local suppliers are aware of national ecological legislation and are able to implement them, optimizing project time and costs, as well as facilitating interfaces with regulators and public Rosatom is ready for and has extensive experience in localizing production for new NPP projects NSSS** ~10-15% Local supplies Civil construction & engineering* ~50% • Valves, pumps and piping (6%) • Other equipment (5%) • Air cooling systems (3%) • Turbine and generator equipment (6%) • Electrical equipment (9%) • I&C (6%) Other Equipment ~35-40% * Including design, project management, erection and commissioning works, training , etc. **Nuclear steam supply system 3

  14. ROSATOM LOCALIZATION PROGRAM IS A WIN-WIN STRATEGY Benefits of localization program ROSATOM Local suppliers Revenue generation Technology transfer Profits Sustainable development Savings from local deliveries Development a basis for nuclear facility safe operation Diversification of supplies Mutual experience exchange for accounting in projects National Government Higher taxes from salaries & companies profits Higher employment Improved GDP per capita Multiplication effects Nuclear infrastructure enhancing environmental safety

  15. INTERACTIONS OF ECOLOGICAL POLICY WITH PROFESSIONAL HEALTH AND SAFETY, SANITARY AND EPIDEMIOLOGICAL WEALTH Social policy Industrial and technical policy Ecological policy 12

  16. SAFETY CULTURE IS THE KEY TO SAFE AND RELIABLE OPERATION Organizations involved into nuclear facility lifecycle have to establish their management system for to promote and support a strong safety culture. Safety culture is an attitude which ensure supporting individuals and teams in carrying out their tasks safely and successfully, taking into account the interaction between individuals, technology and the organization. Safety culture is the key to safe and reliable operation of a nuclear facility, what prevents accidents with radioactive contamination of environment, provides for ecosystem protection, ensures enhancement of epidemiologic and sanitary wealth and gives possibilities for sustainable development. Safety culture should be cultivated not only inside organizations, but among all stakeholders, as they are focus of all nuclear power development and are those in whose interest nuclear power has to be maintained and improved. The content of this presentation is for discussion purposes only, shall not be considered as an offer and doesn’t lead to any obligations to Rosatom and its affiliated companies. Rosatom disclaims all responsibility for any and all mistakes, quality and completeness of the information.
