EUL GUIDELINES • Terms / definitions (1.2) • Measure specification / attributes (2.1) • EUL identification (2.2) (columns of the default EUL table) • Contributing factors substantially affecting EUL are included in analysis (2.2.1) • Contributing factors not applicable to the measure are not included in analysis (2.2.2)

EUL GUIDELINES • Data sources (2.3) • Info from default table is used, where applicable (2.3.1) • Data sources for EUL values appropriately reflect measure and are well-documented (2.3.2) • Data sources for adjustment factors appropriately reflect measure and are well-documented (2.3.3) (with listing of items for consideration)

  10. EUL GUIDELINES • Analysis to develop and maintain EULs (2.4) • Analysis methods using secondary data are appropriate to the measure and databases (2.4.1) • Primary data analysis should be conducted to industry standard, where feasible (2.4.2)

EUL GUIDELINES • Documenting EULs (3.0) – • Summary sheet as a tab in Measure (Assessment) workbook – usually default table; other cases include review of secondary sources or derivation with adjustments – and documentation • Analysis (3.1) – For measures in the Default EUL Table, the analysis for each EUL and adjustment is transparent and made readily available (3.1.1) • For measures not in the Default EUL Table, the analysis for each EUL and adjustment is transparent and made readily available. (3.1.2)

EUL GUIDELINES • Data Sets (3.2) • The dataset(s) for adjustments or for derivation of EULs not included in the Default EUL Table are provided in the Measure (Assessment) Workbook, or otherwise made readily available (3.2.1) • Include datasets (pre/post), description of data cleaning. • If datasets not amenable to inclusion in Measure (Assessment) Workbook, included on RTF website (NOT URL to another site)

EUL GUIDELINES • RTF Measure EUL Summary Worksheet (3.3) – must be completed (3.3.1) • Inventories: measure definition / class • ID of starting value / source; associated quality level • Contributing factors included & excluded / justification for exclusion; ID included factors computed • Sources for data for EUL and adjustments – and datasets and adjustments made • Analysis method, resulting EUL estimate, adjustment factors, and how applied • Rationale for analysis method, data sources selected • Documentation of analyst • Notes on any EUL sunset conditions

  20. EUL GUIDELINES • Recommended Motion for Adoption The RTF adopts the Measure Life Guidelines as operational and advises staff to forward the guidelines to the Policy Advisory Committee for review.
