County Wide Safety Program • What is a County Wide Safety Plan (CWSP) • A CWSP is a written set of procedures approved by the Commission to minimize unsafe situations and the potential for confusion among emergency response personnel and the public in a county where more than one Operator has a natural gas Distribution System.
County Wide Safety Program • When did the Rule Occur • County Wide Safety Plans were authorized and initiated as a new Commission Utility Rule by the GA PSC in 2008. • Distribution Certificates • Not Transmission Certificates
County Wide Safety Program • Provisions of the Plan • Establish clear safety boundaries of operation for natural gas companies. • Establish clearer means of communication between natural gas companies operating within the county and emergency responders.

County Wide Safety Program • Outline of the Plan • Section 7 - Procedure for Minimizing and Managing Safety Risks • Areas of overlap and/or close proximity • Install and maintain pipeline warning markers at crossings • Patrolling on a quarterly basis not to exceed 4½ months • Contact affected Operators a minimum of 48 hours before any non-emergency excavation occurs • Monitor GC-1 Notifications to identify potential conflicts • Emergencies – Ensure affected Operators Contacted • Stay within safety boundaries • Fulfill Public Education Requirements • Communication of issues discovered to other operator
County Wide Safety Program • Outline of the Plan • Section 8 - Incorporation of Natural Gas Safety Plan into Operation and Emergency Manuals • Section 9 - Training on Emergency Procedures • All appropriate operating and emergency personnel shall be trained no later than 120 days after Commission approval of the Plan • Name • Job Title • Itemized and dated agenda for the training provided • One copy of all training materials utilized • Supplemental training - any modification of procedures or change in personnel where such training is necessary • Shall occur within 60 days • Section 10 - Procedure for Establishing and Maintaining Liaison
