Political Problems during the Civil War • Dissent: • Both sides had to deal w/ disloyalty • Lincoln will suspend habeas corpus • 13,000 suspected Conf. sympathizers or Copperheads will be arrested • Davis will denounce Lincoln, but later have to take the same actions. Conscription: • Both sides are forced to start using the draft • CSA – exempted planters w/ more than 20 slaves • Could hire substitutes • Union – allowed hiring substitutes also. “Rich man’s war, but a poor man’s fight.” • Draft Riots: • Many poor in north did not want to fight a war to free slaves, especially immigrants • Riots broke out in New York City in July of 1863. • Lasted 4 days • Mobs attacked newspapers, draft offices & antislavery leaders Neither side was completely unified. Loyalties were divided, just as the country was split.
