Status of Commercial LLRW Disposal Facilities and New Developments • Barnwell Disposal Facility in South Carolina (Regional Facility for Atlantic Compact) • Accepts Class A, B and C wastes • Closed to generators outside the Atlantic Compact (CT, NJ, SC) as of July 1, 2008. • Richland Facility in Washington (Regional Facility for Northwest Compact) • Accepts Class A, B and C wastes from the Northwest and Rocky Mountain Compacts • Accepts radium sources from the Appalachian Compact • Energy Solutions Facility in Utah (not a Regional Facility) • Accepts Class A waste from the entire nation except the Northwest and Rocky Mountain Compacts • Current projected remaining capacity is 25-30 years • In April 2012, received a variance from Utah for dispose of Class A sealed sources • Sources sealed limited to half-life of Cs-137 or less and limited to one year from the receipt of first shipment

Status of Commercial LLRW Disposal Facilities and New Developments (cont’d) • Collection of sources is provided by the CRCPD Source Collection and Threat Reduction Program (SCATR) • Sealed sources must be registered with the DOE’s Off-Site Source Recovery Project (OSRP) at http:/osre.lanl.gov/PickUpSources.aspx • A list of the registered sealed sources is sent to a qualified radioactive material broker (i.e., ALARON) for collection • CRCPD provides financial assistance equal to half the cost of disposal to participating generators

WCS Disposal Facility in Texas (Regional Facility for Texas Compact • Two facilities: one license • Compact facility (29.66 acres, 2.3 M ft³ and 3.9 M Ci) • Federal facility (89.90 acres, 26 M ft³and 5.6 M Ci) • Facility is licensed for disposal of commercial LLRW (Class A, B and C) and federal LLRW and mixed waste • In April 2012, TCEQ authorized WCS to accept waste and begin disposal activity - including collection and disposal of sealed sources • Importation is necessary to support the economic viability of the compact facility • LLRW generators must submit individual import petitions to TCC • WCS is required to have a certification program for generators • TECQ must approve WCS contracts with non-compact generators for importation • Non-party compact waste is limited to 50,000 ft³ and 120,000 Ci annually and no more than 30% of the total volume and curies capacity • Generators must obtain certification for transport from the State of Texas • Waste of international origin is prohibited from being accepted for disposal TCEQ – Texas Commission on Environmental Quality TCC – Texas Compact Commission
