Partial Private Circuits • Action Point 06/05 (07/06/07) – Exchange Closure: • 06/12/07: • Cut off date for new circuits: 90 days prior to exchange closure • How would subsequent circuits be managed: After 90 days subsequent ccts would be priced from new exchange • How will exchange closure impact the Pricing Tool and eCo orders: From 90 days pricing tool will show new exchange and orders on eCo will be priced from the new exchange • What about existing capacity: Where capacity exist on ADM in exchange that capacity will still exist at replacement exchange. • Ongoing

Partial Private Circuits • Action Point 06/09 (07/06/07) – Firm Offer Confirmation (FOC): • BT to provide CPs with the next steps to address the Highband planning problems, which affects BT meeting FOC timescales. • BT to continue monitoring FOCR responses and feedback to Industry. • CMC to actively chase OR for the forecast dates. • CMC to amended their procedures to ensure forecast is provided soon as all the required details are available. • CMC to escalate every job that is dependent on OR when the information is due. • CMC to monitor the progress at day 8 and day 21. • Proposed target is to deliver FOCR at day 18 06/12/07: The actual forecast date is day 19-20 for most Highband circuits. Ongoing

Partial Private Circuits • Action Point 18/01 (18/09/07) – Customer Satisfaction: • Industry request a list of the Customer Satisfaction survey question before being surveyed. • Industry requests the details of their Customer Satisfaction Contact, this should also include details of their CRM and other useful BT Contacts. • 06/12/07: • This information is being provided via the account teams. • Ongoing

Customer Sat rep offers to facilitate. • 06/12/07: • Decision taken to progress via bi-lateral meetings rather than workshop. Plan in place to engage all CPs who currently order via eCO. 4 CPs have been engaged with positive feedback. Completion planned for end December 07. • Ongoing

Partial Private Circuits • Action Point 18/04 (18/09/07) – Online Pricing Tool • Industry requests BT organise a workshop to look at developing the pricing tool regarding identification of capacity at Point of Handovers (PoHs). • 06/12/07: Workshop to be arranged for 4th February 2008 • Ongoing

Partial Private Circuits • Action Point 18/08 (18/09/07) – Excess Construction Charge (ECC) • Industry expressed concern at the increase in ECC charges being raised against PPC new provision and request justification. BT to investigate and feedback. • initial investigation does not show unjustified requirements of ECC as the process remains the same, however, more in-depth investigation and analysis being undertaken. • Ongoing

Partial Private Circuits • Action Point 18/09 (18/09/07) – Existing Fibre • Industry requests BT justifies why ISDN30 fibre which pre-dates 23/12/02 cannot be used to provide new PPCs. • 06/12/07:Restrictions removed from ISDN30 fibre 30 August 07. Where ISDN30 fibre exists to a customer site and spare fibres are available PPC circuits can be provided using the spare fibres at no extra fibre costs. • Discharged

  20. Partial Private Circuits • Action Point 18/10 (18/09/07) – Narrowband FOCR • Industry expressed concerns that some CPs were not receiving FOCR at day 5 in respect of Narrowband circuits. BT agrees to re-brief CMCs. • 06/12/07: • CMCs informed FOCR is a requirement for Narrowband circuits. • Ongoing

QoS • QoS Performance – Q3 - Highlights • Circuit CDD performance remains high at 97.19% almost in line with last quarter's performance of 97.47%. • (CPs) CDD performance at 97.19% continues to compare favourably with Retail CDD performance of 95.93%. • Demand rose from 4086 circuit orders to 4515 this quarter. • Retail performance (83.08%) continues to track lower than PPC repair performance (88.08%) • The average out of hours continues to be below 5 hours at 2.79 hours against 3.57 hours in the last quarter.

QoS • QoS Performance – Q4 - Lowlights • The percentage of orders exceeding FOCR targets increased slightly this quarter: • The FOCR success performance is lower this quarter at 75.97% against 77.66% in the last quarter. • The weather related issues continue to impact on BT' s resources and ability to deal with the provision and repair this quarter, which in turn affected FOCR performances. • As forecast in last quarter's report repair performance declined slightly from 89.19% in the last quarter to 88.08%. • The number of faults dealt with by BT increased from 7712 in the last quarter to 8977 in this quarter. This is against an increase in the PPC circuit population from 80332 in the last quarter to 82255 in this quarter. • The dip in performance was anticipated, due to the serious adverse weather conditions experienced in various parts of the UK. • More than a third of new installation faults are still down to Communication Providers. • BT suffered serious network incidents, which affected the PPC product during this quarter. However, the new serious concerns are down to criminal damage and theft of BT cables. Theft of cables are due to the sharp increase in the price of precious metals. BT is working on various initiatives to secure it's network. • New install faults rose from 308 in the last quarter to 313 faults in this quarter.

PPC Monthly Billing • 30/11/07 - Cut off date for notification of Monthly Billing requirement for 1 Jan 08. • Monthly Billing to commence on PCNBS wef 1 Jan 08 • With launch of Monthly Billing payment terms reverted to 30 days for all, including those CPs who choose to remain on Quarterly Billing • 7 Communications Providers opted for Monthly Billing

PPC Migration to GenIUS • Test environment still experiencing problems • Test bills will now not be available for distribution to CPs involved in the testing until end of December 07. • CPs will be given approx 5 weeks to review and align test bills to their internal systems. • BT requires CPs sign off by 8th Feb 08 • Go live still programmed to commence 1 April 07, however, this is subject to agreement.
