The New Jersey Driver License System • Motorists must carry 3 things: • a valid driver or provisional license • Current vehicle registration • Proof of valid liability insurance • Legal change of residence – within the state, reported within 1 week • Legal name changes – must be reported within 2 weeks • Change of address- out-of-state to NJ 60 days

The New Jersey Driver License System • Digital Driver License • Under 21 – Vertical; 21 and older – Horizontal • Altering license – loss of driving privilege, up to $1000 fine, and up to 6 months imprisonment • What restrictions are found on the license? – listed on license in coded form • Corrective lenses required = 1 • Prosthetic device = 2 • Mechanical device = 3 • Hearing impaired = 4 • Attached restrictions = 5

Types of New Jersey Licenses • Basic Driver License (class D) – All types of motor vehicles, except motorcycles • Commercial Driver License (class A, B, C) – Large trucks, buses and HAZMAT • Motorcycle License (class E) – Separate or an endorsement (M) on the BDL • Moped License – Age 15 or older • Agricultural License – Farming purposes only • Boat License – Operation of motorboats, 16 or older

  8. Graduated Driver License • What is the purpose of the GDL? In 2001, New Jersey sought to enhance driver preparation and safety by implementing a multi-stage driver licensing system. The system gradually introduces driving privileges to first-time drivers, extends their practice driving time, and requires a minimum age of 18 in order to receive an unrestricted, basic driver license.

  10. The Early Bird Road • Get a Special Learners Permit • At least 16 years old • Signed parent or guardian consent • Driving School - 6 hours • Pass MVC Knowledge and Vision Tests

  11. The Early Bird Road • Practice with an Adult Supervising Driver • Follow Special Learners Permit driving instructions • Six (6) months • Decals

Graduated Driver License (GDL) • Restrictions: • Special Learner Permit Restrictions • No driving between 11:01 p.m. and 5:00 a.m. • No using cell phones or any other electronic devices. • Permit holder must be accompanied in the front seat by an adult supervising driver who is at least 21 years of age and who possesses a valid New Jersey driver license and has a minimum of three years’ driving experience. • Passengers are limited to any parent, guardian or dependant of the special permit holder and one additional passenger. • Permit holder and all passengers must wear seat belts. • Must display decals on license plates.

Probationary Driver License • No driving between 11:01 p.m. and 5:00 a.m. • No using cell phones or any other electronic devices. • Passengers are limited to dependants of the probationary license holder and one additional person, unless accompanied by a parent/guardian. • Probationary license holder and all passengers must wear seat belts. • Must display decals on license plates.

Decals • All GDL drivers under the age of 21 who possess a permit or probationary licenses, are required to display two visible, red reflective decals. • One decal is on the top left corner of the front license plate and the other is on the top left corner of the rear license plate. • They are red and can be purchased at the DMV for $4 a pair.

  25. Steps to a Valid NJ Driver License • Vision Test – 20/50 vision with or without glasses or contact lenses • Knowledge Test – score 80 % on 50 question test (40 out of 50 correct) • Road Test

Vision and Health • Out-of-state Applicants – between 17 and 18 years old who possess a valid out-of-state license will be given a provisional license for a year • Vision Recheck – periodically may be required during renewal process • Health Questions – if there is a health problem, medical review may be necessary

  27. Road Test • Must have: • Valid inspection sticker • Current registration document • Current insurance card • Valid examination permit • Accompanying driver

  28. Road Test • Both standard and manual transmission • Cannot take test with any obstructions or consoles between applicant and examiner • Licensed driver must remain in vehicle with applicant at all times • Applicants are prohibited from moving the vehicle without the licensed driver

  31. Road Test • If Failed – Must wait at least 2 Weeks to retake • Reasons for failure: • Driving ability • Unsafe vehicle • Poor brakes, defective parking brake, unsafe tire • Unclean vehicle interior, • Fast engine idle, missing seatbelts

  32. Vehicle Information • Title • New Vehicle – from the dealership • Used Vehicle – obtain from the seller • Complete the reverse side with: • Buyer’s name • Address • Signature • Date of sale • Odometer reading • Sale price

Vehicle Information • Registration • Must be available to show law enforcement when asked. • Complete application at any motor vehicle agency. • Must be 17 years old to register a vehicle in N.J. • Renewal – fill out form from MVC and return it. • New state residents – must title and register each vehicle within 60 days of moving to N.J.

Vehicle Information • License Plates • Two plates – one on front bumper, one on the rear bumper • Rear Plate – must be lit at night and visible from 50 feet • License plate holders – fine of up to $100 • Lost or stolen plates: • Report to local police • Replace lost or damaged plates within 24 hours

  35. Inspection • Where to get a vehicle inspected: • A state inspection facility • A private inspection facility licensed by the MVC • When going to inspection, you must have: • Valid driver license • Current registration documents • Current insurance documents

  36. Inspection • New car – 4 years • Used car – every 2 years • Accept the time left on the previous owner’s sticker • Owners have the option to take the vehicle for inspection within 14 days after registration expires • Failed inspection – have until the end of the next month
