ENP • ENP added value: • Bilateral complementary & differentiated approach (e.g. reinforced ENP in some countries) • More integration (e.g. participation in EU programes and agencies) • Additional financial instruments (e.g TAIEX) while building on existing instruments (AAs, SPs & NIPs, subcommitees,etc)

  4. Bilateral ENP Action Plans • 2005: Israel, Jordan, Morocco, occupied Palestinian territory (oPt), Tunisia • 2007: Egypt. • 2008 Lebanon. • Algeria, having only recently ratified its Association Agreement with the EU, has chosen not to negotiate an Action Plan yet.

ENP New EC financial support 2007-2013 European Neighbourhood & Partnership Instrument (ENPI): • Almost €12bn Plus increased EIB lending mandate: €12.4 bn (over 8 bn for MEDA region) Bilateral + multi-country: 90% funds ( over 10bn) Cross-border cooperation and other: 10% (550 m) (MEDA programme total expenditure 2000-2006) : 5,5 bn

RDI Programme: General features • Specific Objectives: • Strengthen the link between (R&D) sector and the industry with better dissemination of the innovation and technology transfer culture. • Facilitate Egyptian participation in the European Research Area. • Three Components: 1-EU/Egypt Innovation Fund – € 6,5 m- 2- Research, Development and Innovation Networking (RDIN) 3- Policies for monitoring and evaluating R&D projects, programmes and institutions

MEDIBTIKAR • Euromed Innovation and Technology Programme • Beneficiary Countries:Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, occupied Palestinian territory (oPt),Tunisia, and Turkey • Budget:7.3 million Euro grant • Implementation Period: 3 years • End: 30 March 2009 • Beneficiary Organizations: public and private enterprises

  20. Programme to Support the Development of the Information Society in the Euro-Mediterranean Region: Eumedconnect2 • Beneficiary: Mediterranean Region ENPI Southern Region (except Turkey and Israel) • Budget: estimated EUR 5 Million • 3 years, started August 2008 Follow up of Eumedconnect (80%)

SRTD Programme - Jordan General features • Support to Research & Technological Development & Innovation Initiatives and Strategies in Jordan (SRTD) • Beneficiary: Science & technology community, governmental sector, CSOs, NGOs, private sector • Budget: 5 million Euro grant • Implementation Period: 3 years • End: 31 December 2012 • Programme Management Unit: Higher Council for Science and Technology (HCST) in Amman

Sum up • Research & innovation should be part of the national priorities under country AP/NIP in order to be considered by EC for capacity building • ENPI is the main EC instrument supporting institutional capacity building at bilateral level and help to implement S&T cooperation agreements • At regional level, ENPI: EUROMED priorities+ Union for the Med projects. MOCO role. • EGYPT: RDI programme complement FP7 activities both at national and regional level.
