Education in International Conventions Convention on the Legal Status of Refugees (1951 Geneva Convention) Article 22: 1.The Contracting States shall accord to refugees the same treatment as is accorded to nationals with respect to elementary education. 2. The Contracting States shall accord to refugees treatment as favourable as possible, and, in any event, not less favourable than that accorded to aliens generally in the same circumstances, with respect to education other than elementary education and, in particular, as regards access to studies, the recognition of foreign school certificates, diplomas and degrees, the remission of fees and charges and the award of scholarships.

  10. EducationalEnvironments Temporary Training Centers: They are the Temporary Welfare Centers of Syrian children under temporary protection in our country and centers where they have been educated intensely. Temporary Training Centers provide 15 hours of Turkish lessons per week.

AccreditationandCertification Qualifying examination High School Proficiency and Equivalence Exam for Foreign Students In 2015: Approximately 8,500 candidates were received, and about 3,500 of the students who entered the examination were successful. 2016 Temporary Training Centers High School Proficiency and Equivalence Exam In 2016: 7.173 applicants applied for a candidate; Of the 6,530 students who entered the test, 3,783 students were successful. Successful ones are graduated, our Ministry has certified equivalency documents,diplomas are awarded if the 12th class is completed in temporary training centers.

  15. Nonformal Education In the new process within the context of vocational training, non-formal training courses were opened to assist in substituting their own lives especially for women and 237.509 persons participated in these courses in 2016.

  16. Nonformal Education Turkish language teaching continues in the context of non-formal education. Turkish courses for Syrians were opened outside the school. In these courses, 131,729 Syrian receivedTurkish education in 2016.

Cooperation - Projects financially valued under the coordination of AFAD, under the scope of the facility for refugees in Turkey - FRIT (€ 3 billion) - Direct grant 300 million € (Integration of the Syrians into the Turkish Education System Project) - Construction and infrastructure Projects (€ 200 million for school buildings) - Projects (CCT, social support training, GIZ, KfW, UNESCO) of organizations under the headings such as humanitarian aid and social support, - Second stage negotiations (negotiations for the second € 3 billion will start in December 2016 and the amount of direct grant will be determined by the Ministry).

TargetsandStrategies - School constructions and infrastructure works At least 26,615 classrooms are needed (First Phase Needs Analysis covering the period 2016-2018 for the Syrians, Ministry of Development, April 2016) - Only 2510 (105 schools) classroom needs were committed by the EU, financing talks are ongoing (68 M € KfW 30 School, 200 M € AB 75 schools) - New buildings or detachable steel construction classrooms in thegardens of available schools - Other non-EU funds and school and classroom construction     (Kuwait, New Zealand, Taiwan, Republic of Korea ...)

TargetsandStrategies • In order to register all Syrian students in official schools, a transition phase system will be used for a minimum of one hundred percent schooling • Temporary Training Centers should be closed gradually in maximum 3 years within this scope • Starting from 2017, all Syrian children aredirected topublicschools.
