  1. Stakeholder Analysis: Merger of the schools of two communities (fictitious example) The Oberhausen and Unterhausen communities want to comply with the recommendations of the district government and merge the grades in their comprehensive schools. In the end the schools would only be operated in one of the two communities. The mayors of the two communities have worked out a process, with the assistance of the stakeholder analysis, that will ensure the success of the merger and counter any resistance. Concretely, the mayors have identified a number of actors and determined that resistance can mainly be expected from the parents, students and teachers of the community of Unterhausen. In addition, a local sports club in Unterhausen that is currently using the school's sporting facilities is affected. Affected parties within the community administrations are mainly bus services that provide transport for the students. The mayors of both communities have decided, using the visualization in the matrix, to take particular note of the participation of parent representatives, the school management of the community of Unterhausen and the sports club and to include them in the negotiations on the restructuring. The parents' association, the school management of the community of Oberhausen as well as the public enterprises (for example, the bus services) regard themselves as allies.
