  1. Wauwatosa School District Development Plan We will continue to support diversity through the implementation of standards and benchmarks, instructional best practice, and continued participation in The PACE3 consortium

  2. PACE3 Consortium An area of the Wauwatosa School District Long Range Plan (LRP) which is currently being addressed by an implementation team is Diversity. Long Range Plan pp. 37-40 areas • Curriculum • Parental Involvement and Communication • Training and resources regarding diversity issues in order in order to raise academic achievement of diverse student body Wauwatosa School District Development Plan

PACE3 Consortium • Of the nearly 7,100 students currently enrolled in Wauwatosa Schools, approximately 72% are Caucasian, 17.7% are African-American, 5% are Asian, 4.3% are Hispanic, and 1% are Native American. • Of the minority student population, 58.4% are Wauwatosa residents, while 41.6% are non-resident students. • Minority students account for 16.3% of all students who reside in Wauwatosa, compared to 4% in 1991. PACE3 Consortium • At the end of the ’07-’08 school year, the LRP Diversity team looked ahead to potential future tasks and activities: • Devise an in-service plan to: Examine and address the needs of a diverse population Increase cultural competency of staff Ensure continuity throughout the years • Incorporate accountability measures in administration and staff positions to reflect and incorporate the cultural competency model in policies, practices and programs. PACE3 Consortium • Continue discussions and reflections regarding the progress of diversity issues and programming. • Provide educational opportunities for families regarding diversity: race, socioeconomic, religious, etc. • Develop instructional strategies for teachers to ensure that was learned by the teachers is delivered effectively to the students. PACE3 Consortium • At the end of the ’07-’08 school year, the LRP Diversity team recommended: • Form an ongoing broadly-based diversity team/task force that is composed of an administrator, staff member and parent from each school in the district, as well as central office staff, board members and community members.   • Convene a diversity summit to examine the nature of diversity in the district and community, and develop strategies to address curricular, home school communication and staff preparation issues. • Reframe the dialogue around diversity from the context of "students conduct themselves in a safe, respectful and ethical manner" to the larger context of positive and empowering school climate and culture. PACE3 Consortium • Fall 2008: Consideration of DPI C.R.E.A.T.E http://www.createwisconsin.net/ • Phi Delta Kappa Audit Sept. 2008: Recommendation #3—Overcoming system inequities and inequalities based on ethnicity, gender, disability, and socioeconomic status. • Winter 2008: PACE3 president Phyllis Richards and Whitefish Bay superintendent Jim Rickbaugh visited with Diversity LRP team to talk about their efforts • Invitation to join consortium planned for ‘09-’10 year Wauwatosa School District Development Plan

  8. PACE3 Consortium The consortium includes suburban north shore school districts in the Milwaukee and Cardinal Stritch University's Leadership Center. The consortium grew out of efforts with Whitefish Bay’s Parents Advocating for Cultural Equity and Excellence in Education (PACE3). PACE3 Consortium During the ’08-’09 school year, representatives of PACE3 met with representatives from consortium school districts as well as Cardinal Stritch’s Leadership Center to help frame the possible goals and activities of the consortium: • Collect, examine and disseminate data on school climate, cultural competence, and student achievement • Convene school districts' stakeholders, including parents, to establish a common language, build relationships and trust, and create a compelling vision of cultural equity and educational excellence. • Cultivate mindsets and behaviors that support equity and achievement and that ultimately leads to a sustained system and climate change that benefits all students. PACE3 Consortium The following steps were recommended in January 2009 as a starting point for the consortium: • Relationship Building - Host speaker events and book discussions that bring people together to build trust, increase awareness, and create a community of champions that work together collaboratively to achieve common goals. • Data Collection - Gather qualitative and quantitative data that illustrate the current picture of school climate, cultural competence, and student achievement. PACE3 Consortium The following steps were recommended in January 2009 as a starting point for the consortium: • Education & Development - Create a leadership development experience that brings together teams from the North Shore School Districts to examine personal and collective beliefs around race, culture, ethnicity and gender. This would be based on research through the lens of leadership, learning and service. • Support & Sustainability - Provide coaching support for school district teams as they learn, apply new skills, and work toward personal and system change. Coaches will encourage, support, and help teams to hold themselves accountable for accomplishing indentified personal and collective goals. Wauwatosa School District Development Plan

PACE3 Consortium Spring 2009 efforts in Wauwatosa: • Phyllis Richards—President of PACE3—and other PACE3 board members and Whitefish Bay parents present to Wauwatosa Superintendent Parent Network in March about their efforts with suburban diversity and schooling. • Consortium district superintendents help plan ‘09-’10 consortium activities • End-of-year consortium speaker and workshop at Cardinal Stritch: Dr. Gloria Ladson Billings and cultural competence Pushing Past the Achievement Gap. PACE3 Consortium Spring 2009 efforts in Wauwatosa: • May and June of 2009 schools in the consortium—including Wauwatosa School District—elected to survey middle school and high school students regarding school engagement. • At the middle school level, students completed the Survey of Middle School Student Engagement developed by Dr. Tony Frontier. • At the high school level, students completed a national survey, the Indiana University High School Survey of Student Engagement (HSSSE). • Invitation for consortium districts to attend June Sally Ride Academy keynote Dr. Rich Milner Ready or Not: Diversity in Education. PACE3 Consortium Summer 2009 efforts in Wauwatosa: • Engagement survey results returned and sent to secondary principals. • Wauwatosa hosts August opening year consortium speaker and workshop Dr. Barbara Love. PACE3 Consortium Fall 2009-Spring 2010: • February presentation at Long Range Planning Committee Annual Review and Update meeting • March secondary principals meeting work with engagement survey results and application to building data initiatives and behavior supports work. • April end-of-year consortium speaker and workshop with Dr. Pedro Noguera (NYU) -- In Pursuit of Equity and Excellence in Education: Ten Principles and Practices to Promote Achievement for All Students Wauwatosa School District Development Plan

PACE3 Consortium Fall 2009-Spring 2010: • May/June focus groups at Wauwatosa West, Wauwatosa East, and Alternative Program with nonwhite students facilitated by Thandeka Chapman and research team from UWM. • Goals of the study: • to identify successful and unsuccessful relationships, events, and policies in the schools. • to identify resources and experiences that support students’ academic, social, and emotional growth. • to identify policies, events, school practices that are barriers to student learning.   20. PACE3 Consortium Fall 2009-Spring 2010: Committing to developing cultural competency, creating an inclusive community, and viewing one another as allies. Action items generated at March 5 evening workshop with district team: • One Building Leadership Team meeting during the '10-11 school year is dedicated to cultural competency • Explore professional development opportunity for credit with respect to cultural competency (i.e. partner with Wisconsin Education Innovations) • Work with HR department regarding application/interview/hiring practices Wauwatosa School District Development Plan

Action items generated at March 5 evening workshop with district team: • -Promote our district at job fair at historically black college • -Bring a cultural lens to other committees our team members are involved with • -Continue to bring awareness to changes in nonwhite resident enrollment (i.e. challenging perceptions that nonwhite students/families are largely open enrollment/220) Wauwatosa School District Development Plan

Action items generated at March 5 evening workshop with district team: • Pursue "Alumni day" where nonwhite graduates/new college students talk with students about college • Utilize engagement data and qualitative focus group information with initiatives that support students (i.e. Student Bill of Rights; Positive Behavior Intervention Supports) Wauwatosa School District Development Plan

  23. PACE3 Consortium Spring 2010-Summer 2010: • Consortium school districts promote the Parent Sense of Community Survey for use during consortium work in ‘10-’11. Parents complete during the month of June. • Consortium school districts can attend July 12 Wisconsin Education Innovations Academy keynote speaker Dr. George Theoharis free of charge. Presentation—The Schools Our Children Deserve: Creating Equitable and Excellent Schools for All. (Waukesha North High School 8:30 a.m.—RSVP to Dean) • August 20th consortium kick-off event in Wauwatosa. Dr. Chapman and Dr. Frontier to work with district teams regarding engagement and focus group information. Teams to refine action steps for ‘10-’11. Wauwatosa School District Development Plan
