Resident Fish Substitution Environmental Risk Assessment

This program requires an environmental risk assessment for proposals involving non-native species in resident fish substitution projects. The template will be developed by the Council, ISRP, and relevant agencies and tribes. The criteria for assessing consequences of substitution will be considered based on subbasin and basinwide objectives.

  1. 2009 NPCC Fish and Wildlife Program: Resident Fish Substitution • “All proposals for ongoing and new resident fish substitution projects that involve a non-native species should include an environmental risk assessment of potential impacts on native fish species.” • Start with ISAB’s risk assessment template • Council, ISRP, and appropriate fish and wildlife agencies and tribes will develop the final template. • “Council will consider the criteria currently being used by managers to assess consequences of substitution in the light of the Program’s subbasin and basinwide objectives”

(including closest species relatives) • Growth? • Age-at-maturity and longevity? • Reproduction? • Diseases? (both wild and hatchery situations) • Genetics? (see also 7 below)

  6. Page 49 14. Input from co-managers and other affected agencies Other agencies and stakeholders should be provided a copy of the Environmental Risk Assessment and be requested to comment on it. Their comments should be made available to the ISRP by being appended to the proposal when Submitted. Steps described under “14” should take place following the completion and successful review of the assessment questions and should not require an ISRP review.
