ERS Generator Event Performance Evaluation • Stand-alone ERS Generator(s) event performance is evaluated based on export to the grid • Eipf = (baseline – actual) / (int_frac * offer) • Where: • Baseline = injection to grid • Actual = declared injection capacity (0 for non-self-serving generators) • Co-located ERS Load and ERS Generator are evaluated based on the combination of load reduction and export to the grid • Load reduction is based on a baseline calculation • Eipf = (load reduction + export) / (int_frac * offer)

ERS Generator Event Performance Evaluation • Case 1: Generator capacity exceeds load and only Generator is used to meet the ERS obligation • Site load is met by the generator, and the excess capacity is exported to the grid • QSE should consider offering ERS Load at minimum offer (100 kW) and the Generator at • capacity – (100 kW + allowance for baseline error) • During an event the Load over-provides and the Generator under-provides but the combination should be sufficient to meet obligation • Both Load and Generator should be able to meet availability

ERS Generator Event Performance Evaluation • Case 2: Generator capacity exceeds load and both Load and Generator contribute to meeting the ERS obligation • Site load is met by the generator, and the excess capacity is exported to the grid • QSE should consider offering ERS Load at expected load reduction minus the allowance for baseline error and the Generator at its rated capacity minus an allowance for lower than expected output • During an event both the Load and Generator should meet their obligations but can also offset under-performance by each other • If offers are sufficiently conservative, both Load and Generator should be able to meet availability

  5. ERS Generator and Load Substitutions • ERCOT will allow the following substitutions: • A stand-alone ERS Generator to substitute for an ERS-10 Load on a default baseline • A co-located ERS Load on a default baseline and an ERS Generator to substitute for an ERS-10 Load on a default baseline • An ERS-10 Load on a default baseline to substitute for a stand-alone ERS Generator • An ERS-10 Load on a default baseline to substitute for a co-located ERS Load on a default baseline and an ERS Generator • Complete replacements only
