  5. Gordian systemic environment challenge • highly functional integrated agglomeration; territories and bounderies outlived the change of time • high pressure of migration, settlement, traffic, cost, power efficiency … • rapid growth: estimated plus 350.000 inhabitants in 2030 • challenges regarding congestion, transport, urban sprawl, structural change in economy, provision of social infrastructur, sealing of soil, energy supply, housing market, landscape protection …

  7. Common Requirements challenge • The context of people‘s daily life of course takes place without perceiving the internal frontiers. • People expect the agglomeration as a whole to function properly. • Investors appreciate an efficient „Vienna Region“. The agglomeration as a whole competes with other global metropolitan areas. • Anyway there is … • … need for enhanced cooperation of stakeholders in the field of spatial development, mobility and energy

  8. Stadt-Umland-Management Wien / NÖ approach • Joint Initiative of the provincial governments of Vienna and Lower Austria • Members of the provincial governments in charge of of spatial planning and regional development as „political heads“ • Steering comitee with administrative and political representatives • Budget: approx. 200.000 € - aliquot Vienna/Lower Austria • Clear focus on spatial development issues
