  4. Modernisation starting point Creation of: • Statistical Infrastructure Development Programme (SIDP) • Information Management Programme (IMP)

  5. Leading to... • Structural re-organisation • Production of a more responsive and high quality analysis service

  6. Assisted by... • The allocation of £75 million • Visiting other National Institutes - assessing technologies and tools used

  7. and... • Use of contract staff • Internal staff trained in new technology • Working with ONS’ Methodology Group and Policy and Quality Division

  8. Progress so far ... • Development of a Demonstrator system • Creation of Statistical Value Chain (SVC) • SVC aided implementation of Statistical Infrastructure Projects (SIPs)

  9. and... • Commission of 4 Re-engineering Projects (REPs) - The pathfinders being: • Labour Market Statistics • National Accounts

  10. plus ... • Creation of a modern website • new ‘look & feel’ • new content based on metadata • new search facilities • Creation of a metadata system • Classifications (May 2004) • Administrative and Survey Data Management System (July 2004) • QuestionLibrary (future component)

  11. ONS Metadata • Categorised into 4 groups: • Statistical • Discovery • Control • Technical • Supports data ONS collects and produces

  12. The Metadata System will .. • Browser based • Enable users to drill down • Varying views via ‘actor roles’ • Tools to analyse, create and change metadata • Tools for integration with REPs and SIPs (post Phase 1)

Metadata System progress • Classifications • designed and built - testing imminent • test plans being developed • classifications prepared for loading • migration plan developed • ASDMS (phase 1) • 130+ metadata items agreed • specification ready for design • registry of variables being developed • migration plan developed

Achieving Quality • Introduction of single corporate system/repository • Work within standards set by Government Statistical Service and e-GMS • Introduction of: • controlled vocabularies • metadata standards • Harmonisation of methods for surveys and data collection - use of Question Library • Audit of metadata - to be conducted by Policy and Quality Division

  16. The future for ONS • An ambitious programme of work • establish a new ONS Corporate Toolbox and system • continue maintaining ONS business continuity • Research and implementation of established tools

  17. End results for ONS • Better equipped to develop and produce statistics • Improved performance and services for customers including: • increased speed of access to data • improved metadata to support data • data/metadata held on robust systems
