  3. Monitor Installation Status • All Monitors in the WECC Plan are either committed or in-service. • The one remaining uninstalled monitor should be in-service by the 1st quarter of 2007.

Generator Performance Monitor RFP • First RFP Received only two responses • Both bids were over 4 times the allocated budget, so the DMWG rejected both bids. • DMWG is has revised the functional specifications to clarify the requirements. • Plan to release the revised RFP later this year. • Responses to this new RFP will be due after the first of next year.

  6. NERC Standard PRC-002 • Requires that each region establish requirements for disturbance monitors • CMG recommended that WECC be found Level 1 non-compliant with this standard • “should” instead of “shall” • WECC still meets all applicable NERC Disturbance Monitoring Requirements

  7. NERC Standard PRC-002 • The DMWG has started the process to revise the WECC standard required by PRC-002. • Replace all “should”s with “shall”s • Reformat to meet the new WECC Standards formatting requirements • Will follow the WECC Standard Development Process

  8. NERC Standard PRC-002 • Status: • Standard Authorization Form has been drafted and should be forwarded on to “Standards Triage Committee” soon. • Once drafting group has been designated, notification will be sent to WECC members per the WECC Standards Development Process.

System Probing Tests • Tests were performed on June 13 & Aug. 22. • Tests were performed by BPA in coordination with WECC technical groups including the DMWG and M&VWG. • Tests included the following staged events: • energization of the Chief Joseph dynamic brake, • insertion of brief sine waves and square waves by modulation of the Pacific HVDC Intertie, • insertion of sustained random noise by modulation of the Pacific HVDC Intertie.

  10. System Probing Tests • The main objectives of these tests include the following: • obtain a seasonal benchmark for dynamic performance of the WECC system, • develop comparative data to evaluate and refine the realism of WECC modeling tools, and • refine and validate methods that identify power system dynamics with minimal or no use of probing signals.

Data Requests By Outside Entities • DMWG surveyed members regarding this subject. • Survey results were not conducive to development of a WECC wide policy. • Only area of consensus was the requirement for an NDA. • Current plan is to provide monitor data contacts to the data requestor so the data requestor can request the data directly from the data owners.

  12. Whitepaper • Disturbance Monitoring Whitepaper • Support for this effort is waning. • Current draft will be retained, but no more effort will be expended at this time.

Disturbance Monitor Data Requests • The DMWG has sent out informal data requests for the following WECC disturbances: • July 24, 2006: Simultaneous multiple contingencies • At approximately 3:28 p.m. there was a separation between Alberta and the rest of the WECC. • Also, at almost the same time, the Vantage-Hanford #1 line relayed, tripping approximately 1600 MW of generation via RAS. • Prolonged oscillations occurred following the trips. • Informal data request to all disturbance monitor owners requesting data for this disturbance. • Currently there are no plans to analyze this event.

  14. Guidelines for Disturbance Analysis • The DMWG will be working with PNNL and the EIPP (Eastern Interconnection Phasor Project) to develop a set of guidelines for disturbance analysis. • EIPP funding is no longer available • Other funding sources are being pursued, but project is currently on hold.
