  2. MAP-21 Implementation Overview • Summer 2012: MAP-21 signed into law July 6 • Fall 2012: Interim Guidance and Webinars • Winter 2012-Spring 2013: NDOR and FHWA established 7 implementation taskforces • Summer 2013: Taskforces continue to monitor federal guidance, assess implementation impacts, refine and facilitate implementation plan

  3. MAP-21 Implementation Overview Federal rule pending: • Risk Based Asset Management for Bridges and Pavements on NHS • Performance Measures and Targets • Performance Based Planning Final Federal ruling is anticipated by April 2014 NDOR has 1 year to implement changes after rulemaking MPO’s must be compliant 6 months after NDOR implementation

  4. MAP-21 Discussion Topics • NHPP: NHS Expansion * Risk Based Asset Management * Performance Measures • STP: Funding Changes * Federal Fund Purchase Program Updates • TAP: Status of Projects * Competitive Project Selection • Metro Planning: Performance Based Planning * LRTP * TIP • CMAQ: Sample Project Types * Project Selection • HSIP: Performance Measures

  5. National Highway Performance Program (NHPP) • NHS Expansion • Data Collection • Risk Based Asset Management • Performance Measures

  6. National Highway Performance Program (NHPP) • NHS Expansion • Pavements • Bridges

  7. Grand Island New National Highway System 4.42 Miles

  8. South Sioux City New National Highway System 5.45 Miles

  9. Lincoln New National Highway System 26.41 Miles

  10. Omaha Urban Area New National Highway System 105.87 Miles

  11. National Highway Performance Program (NHPP) • NHS Expansion • Pavements • Bridges

  12. Omaha

  13. Lincoln

  14. Grand Island

  15. National Highway Performance Program (NHPP) • NHS Expansion • Data Collection • Risk Based Asset Management • Performance Measures

  16. National Highway Performance Program (NHPP) Data Collection for NHS • LPA responsible for element level inspection of Local Bridges • NDOR will: • collect pavement condition of local NHS • conduct traffic counts for all NHS

  17. National Highway Performance Program (NHPP) • NHS Expansion • Data Collection • Risk Based Asset Management • Performance Measures

  18. National Highway Performance Program (NHPP) Risk Based Asset Management for NHS • LPA’s are responsible for implementing a risk based asset management system

  19. National Highway Performance Program (NHPP) • NHS Expansion • Data Collection • Risk Based Asset Management • Performance Measures

  20. National Highway Performance Program (NHPP) Performance Measures • Bridges • Less than 10% of bridges (deck area) on NHS structurally deficient • 3.5% in Nebraska • Pavement(ruling pending) • anticipate smoothness and a new National serviceability index • AASHTO and FHWA are working together through Subcommittee on Performance Measures to make recommendations to USDOT

  21. Surface Transportation Program (STP) • MAP-21 Eliminated separate funding for bridges • $3.8 M federal STP funds set aside for Off System Bridges (formerly BRO program)

  22. Surface Transportation Program (STP) Federal Fund Purchase Program • NDOR purchasing LPA STP funds except Lincoln and Omaha • Bridge • Funds distributed based on SD & FO • March 2014 payout • No distinction is made between On/Off system or NHS bridges • County • Funds distributed based on population, centerline miles and motor vehicle registration • March 2014 payout

  23. Transportation Alternative Program (TAP) • Includes Safe Routes to School and Transportation Enhancement • Status of previously selected projects • Competitive Selection Process Required • New Selection Committees(NDOR & TMA’s)

  24. Metropolitan Planning (PL) Performance Based Planning • establish performance targets 180 days after NDOR does • coordinate performance targets with NDOR and public transportation providers • include transit representatives within the structure by July 2014

  25. Metropolitan Planning (PL) Long Range Transportation Plan (LRTP) • describe the performance measures and targets • include a system performance report and subsequent updates • consider developing multiple scenarios for consideration • include non-motorized vehicles in Plan

  26. Metropolitan Planning (PL) Transportation Improvement Plan (TIP) • describe the anticipated effect of the TIP toward achieving the performance targets established in the Plan • link investment priorities to performance targets • NHS projects are selected by NDOR in cooperation with MPO

  27. Congestion Mitigation & Air Quality(CMAQ) No Non-attainment areas in Nebraska Ozone Status in Omaha Area • National Ambient Air Quality Standards (NAAQS) for Ozone stayed at 0.75ppm. The Omaha area is within the NAAQS and in the recent years the monitors have tracked downward. PM-10 Non-attainment (Particulate Matter) • Currently no counties in Nebraska have a non-attainment status for PM-10. • Weeping Water monitor associated with the limestone mining operation • Omaha Steel at 46th and Farnam • PM-10 NAAQS has been exceeded. EPA has not made a decision to move NE to a non-attainment status based on these readings. PM-2.5 Non-Attainment • One monitor in the Bellevue area had a high reading in 2010 but it is still within the 24 hour NAAQS.

  28. Congestion Mitigation & Air Quality(CMAQ) • NDOR will monitor Ozone and Particulate Matter status • NDOR uses CMAQ funds for STP eligible projects, as authorized MAP21 • NDOR will consider CMAQ project proposals • FHWA MAP 21 fact sheet: “Funds may be used for transportation projects likely to contribute to the attainment or maintenance of a national ambient air quality standard, with a high level of effectiveness in reducing air pollution, …” • USDOT database will evaluate cost effectiveness • FHWA website provides project samples • http://www.fhwa.dot.gov/environment/air_quality/cmaq/

  29. Congestion Mitigation & Air Quality(CMAQ) Types of Proposals Funded by CMAQ in 2010

  30. Highway Safety Improvement Program (HSIP) • Eligibilities didn’t change • Continue to submit projects to Safety committee • Performance Measures and Targets (final rule pending) • Anticipate to assess serious injury and fatality per vehicle mile travelled, and the number of them
