  1. Shiree Research Strategy 2013 Lesson Learning Workshop Barishal 5th February, 2013

  2. The Story So Far…. • Shiree’s original six Scale Fund NGOs were recruited in 2010 • With a high level of support from Bath they completed the excellent life histories which started the ball rolling on CMS5, and followed up with ROI1 • They also completed working papers around the theme of “Protecting the Gains” • The number of ROs was expanded to 12 in early 2012

  3. Previous Outputs • Six Phase 1 Research Projects – “Protecting the Gains” • 74 life histories • 36 ROI1s – The first round of tracking studies • 36 ROI2s – The second round of tracking studies • Six Phase 2 Research Projects with Five Phase 3 Research Projects to follow shortly DFID are so impressed with these outputs that they scored research an A++ in the recent review!!

  4. However…. Despite our demonstrable success there are some clear issues within the research stream: • Confused or uncertain accountability of the ROs • Time delays due to other commitments within the NGO with ROs multi-tasking • Fall in resources available for academic input • Doubling of NGOs within the research remit • High number of working papers on diverse topics • Weak links to both operations and advocacy

  5. Going Forward . Our proposal aims to streamline and clarify the shiree research process with a view to ensuring the delivery of high quality research papers. Such papers will continue to be rooted in NGO field level implementation issues and should be delivered according to a clear and realistic timeline

  6. Streamlining of Papers • Phase 4 research will begin in June 2013 • Proposals all based around a few core themes identified from CMS data • Within these themes the NGO will be free to select an appropriate topic • All proposals will be completed in Dhaka within a short time frame to allow data collection to start in July • Endorsements

  7. External Academic Support • An external academic will be available throughout June to help with proposals • Will work with NGOs to identify questions, and help develop these ideas with ROs • The academic will return in September after the data collection period to assist with data analysis and write up

  8. Data Collection • Previously we have had issues with meeting deadlines • Data collection will now take place over fixed period: July-August • RO time reserved, much like CMS3 • Email correspondence • YP availability • ROs to be responsible for data collection

  9. Analysis and Write-Up • Analysis and write-up to be completed during September • External academic support available throughout • Support from YPs for English writing • Key themes and in-county support should help speed the process up • After final edits papers should be ready to upload by October

  10. CMS5 • No big changes to CMS5 • Interviews should be scheduled to coincide with CMS3 • For efficiency set dates will be pre-arranged • During this time the RO will again not be able to be involved with other NGO work • This will cut down the time needed to be spent on CMS5 • Additional visit to BHHs in Nov

  11. Deadlines 7th March – Phase 3 first drafts 24th April – CMS5 first drafts 30th May – Phase 3 final submission 27th June – CMS5 final submission 8th July – Phase 4 proposals final submission 30th September – Phase 4 final submission

  12. Research Review • It is noted that the shiree 2012 Annual Review recommended a review of both research and advocacy strategy. • Review likely to take place in April 2013. • However in the meantime we wish to push ahead with practical improvements to the research management process
