  3. The Enquirer Journal Monroe, NC (May 2005) Two brothers, who are gang members, have been charged for the recent shooting at a city police officer’s house while he and his family slept. Police arrested: Humberto Lopez Perez, 24 and Misael Lopez Perez, 23 on charges of shooting at an occupied dwelling. Both brothers were on probation for B&E of Vehicles during the commission of this crime. Humberto was sentenced to 2 yrs 10 months on 8-12-05 for Discharge Firearms and Misael is still in jail awaiting trail.

  4. The Daily RecordDunn, NC (April 15, 2005) The case against four men charged in attempting to murder a man on his way from the grocery store April 1 continues. Authorities believe the incident may have been gang-related. Roderick Nathaniel Davis, 23 was on probation for Common Law Robbery and was revoked on 5-31-05.)

  5. Community Threat Group Task Force In an effort to combat the rising incidents of gang activity that is prevalent throughout our State a Gang Task Force was established in September, 2004. This task force was comprised of staff from the Division of Community Corrections, Division of Prisons and members of law enforcement from Cumberland, Durham and Wake counties.

Community Threat Group Program The Community Threat Group Program utilizes strategies to identify and document gang members and case management strategies that are consistent with our agency mission to protect staff, enhance public safety and positively affect the behavior and lifestyle patterns of our offenders

  8. DOCUMENTATION PROCESS The Probation/Parole Officer along with collaboration from local law enforcement, district attorneys, facility intelligence officers, family members and other reliable sources will be used to document CTG members. An offender must score 10 or more points to become a documented member and placed into the program.

Special Conditions Not use, possess, or control any illegal drug or controlled substance unless it has been prescribed for the defendant by a licensed physician and in the original container with the prescription number affixed on it, not knowingly associate with any known or previously convicted users, possessors or sellers of any illegal drugs or controlled substances; and not knowingly be present at or frequent any place where illegal drugs or controlled substances are sold, kept or used.

  11. Special Conditions Supply a breath, urine and/or blood specimen for analysis of the possible presence of a prohibited drug or alcohol, when instructed by the defendant’s probation officer.

  12. Special Conditions Report for initial evaluation by Mental Health and or any other appropriate agency and participate in all further evaluation, counseling, treatment or education programs recommended as a result of that evaluation, and comply with all other therapeutic requirements of those programs until discharged.

  13. Special Conditions Submit at reasonable times to warrantless searches by a probation officer of the defendant’s person, and of the defendant’s vehicle and premises while the defendant is present, for the following purposes which are reasonably related to the defendant’s probation supervision {stolen goods, controlled substances, contraband, weapons}.

  14. Special Conditions Comply with all rules and regulations of the Division of Community Corrections Community Threat Group Program.

  15. Program Rules • Not be away from the defendant’s place of residence between the hours of ____ am/pm and _____ am/pm unless authorized by the Probation Officer

  16. Participate in all counseling, treatment, or educational programs deemed necessary by your probation officer. These program shall include but are not limited to Anger Management, CBI, Substance Abuse, Parenting, Domestic Violence, and GED

  17. No contact with known gang members

  18. No clothes, jewelry, signs, or symbols/paraphernalia commonly identified with a gang

  19. Allow scars, marks, tattoos to be photographed

  20. Do not appear in court unless you are a witness or a party to a case scheduled in court at the time you appear in the courtroom

  21. You are not to be present at any areas specified as gang locations

  22. No voluntary contact with any individual who was or may be a witness/victim against you

  23. Participate in any Project Safe Neighborhood (PSN) Offender Notifications or Call-Ins

  24. Not leave your county of residence without prior approval from your probation officer

  25. Not use or possess any firearms or firearm ammunition and shall not be found in any place where firearms and ammunition are found or stored
