The Chicago Convention • 37 • “Each contracting state undertakes to collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation.”

  5. ICAO’s Responsibilities • Provide assistance to governing bodies (Assembly, Council, ANC). • Propose amendments to ICAO Air Navigation provisions. • Consult with Contracting States and International Organizations. • Convene, support, participate in Divisional type meetings, ANC Panels , Secretariat Study Groups, Regional AN Meetings, etc.

The annexes • A 'LICENSED' PERSON (Annex 1) FOLLOWING 'THE RULES OF THE AIR' (Annex 2) UTILIZING 'THE METEOROLOGICAL SERVICES' (Annex 3) AND 'AERONAUTICAL CHARTS' (Annex 4) AND THE PROPER 'UNITS OF MEASUREMENT' (Annex 5) 'OPERATING' ACCORDING TO ANNEX 6 WITH A 'REGISTERED' (Annex 7) AND 'AIRWORTHY' (Annex 8) AIRCRAFT; CROSSING BORDERS AND AVAILING HIMSELF OF THE 'FACILITATION' OF ANNEX 9. •  HE IS USING 'AERONAUTICAL TELECOMMUNICATIONS' (Annex 10) TO CONTACT THE 'AIR TRAFFIC SERVICES' (Annex 11) FOR SEPARATION OF HIS AIRCRAFT FROM ANOTHER AND WILL HOPEFULLY NOT NEED 'SEARCH AND RESCUE' (Annex 12).

The annexes • HE WILL DRAW WISDOM FROM THE WORK OF THE 'ACCIDENT AND INCIDENT INVESTIGATION' (Annex 13) TEAM. • BEFORE TAKE-OFF FROM AN 'AERODROME' (Annex 14) HE WILL HAVE USED THE 'AERONAUTICAL INFORMATION SERVICES' (Annex 15). • HE WILL DEPART IN AN 'ENVIRONMENTALLY' (Annex 16) ACCEPTABLE AIRCRAFT AFTER THE PASSENGERS HAVE BEEN 'SECURITY' CHECKED (Annex 17) AND ANY 'DANGEROUS GOODS' (Annex 18) HAVE BEEN PROPERLY DOCUMENTED

  8. Information Sharing • ICAO concluded Memoranda of Understanding allowing for the mutual sharing of documents between ICAO and the following standards-making bodies: • RTCA Inc. • EUROCAE • SAE International.

The link between ICAO and you is… • OPLINKP • Focus on existing and future equipage • Datalink issues • SATCOM issues • Global Harmonization • ICAO can provide advice on approach/process on amendments • We will argue/present your case in front of the Air Navigation Commission but we need to be convinced that the material is mature before presenting it to the Commission

  11. Challenges • Reality of compliance • ICAO is not the only Standards-making body • Compliance isn’t automatic • The “regulate and enforce” model is dead. SMS is the future. • The world needs one plan and someone to lead
