  1. 2010-2011 APPROPRIATION PRESENTATION TO THE SELECT COMMITTEE ON APPROPRIATIONS DIVISION OF REVENUE BILL, 2010 5 MARCH 2010, PARLIAMENT V227, 2ND FLOOR, OLD ASSEMBLY 09H30

  2. Appropriation per Programme An amount of R 1,148 billion included in the transfers and subsidies budget of Programme 5: Land Reform was allocated to the Agricultural Land Holding Account commonly known as PLAS (Pro-active land acquisition strategy)

  3. Constraints: 2010/2010 Allocation • 25/7/2009 – Original MTEF request to National Treasury (NT): additional funding of R6,2 bil • NT requested a revised submission and the department reduced the request with R4,3 bil to R1,9 billion. • 2/12/2009 – NT approved an additional allocation of only R301 mil as follows: • R250 mil is for Rural Development, • R8,8 mil for Deeds Trading account • R32 mil for Compensation adjustment throughout the department
