Reason for Upcoming Change from A353 to A153 Major Change in Transport Canada/Nav Canada ADS-B Policy Canada rescinding all requirements for their ADS-B airspace A353 requirements was built to meet Transport Canada requirements FAA now has ability to modify A353 to become less “burdensome” Asian-Pacific nations require “State of Registry” approval but do not specify/dictate specific requirements AFS-400, in conjunction with AFS-200/300/800, drafted revised requirements and new templates for A153

Benefits of Delegating the Approval from HQ • Expedite the application process by: • Requiring less documentation • Removing two additional reviews (Regional & HQ level) • Eliminating the signature coordination time-frame at HQ • Current Letters of Concurrence need 4 individual signatures from two separate divisions • Streamlined feedback to the Operator • No message relays from HQ – Region – FSDO - Operator • Faster OpSpec/MSpec/LOA approvals for the Operator

Publication Changes Affected Changes are currently being coordinated for the following documents: • AC 90-114 • 8900.1 Volume 3, Chapter 18, Section 3 • OpSpec/MSpec/LOA templates (converting to A153) • Application Checklist (current checklist dated May 2014) • New checklist to match A153 requirements forthcoming These items, under coordination, might possibly incur unforeseen delays during this process. To enact the changes in the interim, HQ will publish a NOTICE until the publications, listed above, are finalized

Content of the Proposed NOTICE A353 will change to A153 Approval authority will be at the CHDO/FSDO/POI level documentation required: • Letter of Request • Airplane Flight Manual (AFM), Airplane Flight Manual Supplement (AFMS), Flight Operations Manual (FOM), or Pilot’s Operating Handbook (POH), or equivalent must indicate the airplane’s ADS-B system complies with either 14 CFR § 91.227, AC 20-165, or EASA AMC 20-24. • Make, model, and part number of the ADS-B transmitter and positioning source installed on each airplane. • A copy of OpSpec B050 annotating where A153 will be used (N/A part 91) • Part 91 operators will need to provided a statement indicating that their pilots have knowledge of current air traffic ADS-B directives for the intended areas of en route operations and will comply with § 91.703 • A copy of the completed OpSpec/MSpec/LOA A153 Operators with A353 issued are not required to replace it with A153 at this time. New applicants must be issued A153
