  5. What is SwiNOG? • Purpose? • Scope? • Organisation?

  6. Purpose? • To improve the ‘quality’ of the Swiss ‘Internet’ by fostering ‘co-operation’ among ‘Service Providers’ active in Switzerland… • This raises some questions about what we mean by ‘quality’, Internet’, ‘co-operation’, and ‘Service Provider’...

  7. Scope? • ‘Quality’ as perceived by who (end users?) • Should we talk about ‘IP-based services’ instead of ‘Internet’ (VPNs?) • ‘Co-operation’ in what areas? Technical?, Operational?, Legal?, Political? • What is a ‘Service Provider’? What about inputs from equipment vendors, Consultants, User Groups etc. etc.

  8. Organisation? • Membership of individuals or companies • ‘Membership’ is formal or informal status • Structured or unstructured • Distributed or centralised resources • Should it look like NANOG, IETF, RIPE

  9. Models? • NANOG: unstructured, informal membership of individuals • IETF: very structured, but informal membership of individuals • RIPE: semi-structured, semi-formal membership of companies • Which model suits us best?

  10. A Proposal • Goal • To improve the quality of IP-based services available in Switzerland by fostering the exchange technical and operational ideas and information between individuals involved in IP service delivery.

  11. A Proposal • ‘Quality’ means feature-set, availability, performance, price. (If you want a better definition of Quality, go and read ‘Zen and the Art of Motorcycle Maintenance…) • Don’t get boxed-in by talking about the ‘Internet’ (eg, what about future inter-provider MPLS-based VPNs?)

  12. A Proposal • Scope • Restrict it to information exchange • Restrict it to technical and operational aspects • Open to anyone with something to contribute

  13. A Proposal • Organisation • Membership of individuals, not companies • Membership does not actually mean anything • No Membership requirements, no fees • Unstructured - no special positions or officials • Distributed resources can be contributed by anyone, anytime

A Proposal • Decision-Making • The only decisions to be made concern a resource that someone wants to contribute (a web page, a mailing list, organisation of a meeting...) • Concensus at a meeting or on a mailing list about the format of the resource • Peer pressure should be enough to make this work

  15. A Proposal • Initial Resources and Activities • One or more Web sites • One or more mailing lists • Meetings 2-3 times a year • Common policies (peering, AUP…) • Other ideas?

  16. A Proposal • SwiNOG should not be • A political pressure group • A legal entity • But SwiNOG could be a forum for... • discussing technical aspects of legal and political issues. For example, the technical aspects of implementing wire-tapping or content filtering laws.
