CONGRESS OF VIENNA Initial victory for Conservatives, BUT failed to respect growing power of NATIONALISM Independence Gave people their own Identity Create their own “Homeland” Power of Liberals / Nationalists(Nationalism) grew opposed to conservatives Inspired by Enlightenment / French Revolution Defended “Natural Rights” Wanted written constitutions Wanted “separation of powers” Wanted election of officials Many “Nationalities” wanted their freedoms

Revolutions in Latin America • 1791 revolt in Hispaniola (Haiti) • triggered by French Revolution and promises of freedom and equality • 90% of Haitians were slaves • Toussaint joined the rebellion and formed his own army when he saw how unprepared the revolutionaries were • 1793 Toussaint fought for Spain against France • 1794 France ended slavery in its colonies • Spain refused to do the same • Toussaint changed sides and fought for France • France defeated Spain • Toussaint took control of Hispaniola, but it was still a French colony

Revolutions in Latin America • Toussaint governed independently of Napoleon • Napoleon viewed Toussaint as a threat to French control • 1802 Napoleon defeated Toussaint • Toussaint surrendered and Napoleon agree to: • Recognized independence of Haiti in exchange for Toussaint retiring • Later, Napoleon had Toussaint put in a dungeon where he died of cold, starvation and neglect
