What have you been doing out there? • Title I Neglected and Delinquent Students served • Neglected: 4,692 • Delinquent: 21,801
What Just happened? • The current Master Agreement expires on 6/30/13 – riders were updated, so carryover is not impacted. • The document formerly known as Rider KK will be replaced with PDE “terms & conditions” for 2013-14. • eSignatures are HERE and will be implemented in 2013-14. • 30 LEAs/IUs submitted board resolutions so far. • DFP is first.
More…What just happened? • New eGrants system – • Currently being built & testedby staff • Ready for LEA testing • Roll out – early May. • Information required for the consolidated application is the SAME for 2013-14. • Restructured and organized differently, but content is the same…for now. • DFP is the first to implement the new system!!
eGrants General Session • Michael Walsh will be doing a general session on all of the eUpdates at PDE. His session is Tuesday from 2:00 - 2:45.
Continued… • In addition to Michael Walsh’s general session on the new eGrant system…. • 2 sessions dedicated to the new system by John Bright, who works to coordinate the development of the system. • Regional coordinators will provide an overview during regional meetings. • eGrants café in the Crawford room for your use.
Show me the money… • 2012-13 Allocations: • Title IA - $574 million • Title IIA - $98 million • Title III- $14 million • SIG 1003g- $20 million
13-14 outlook… • Few things to consider first….
Impacts on allocations… • 2011 Census information – released December 2012 • PA increased only a small percentage • 2010 poverty rate: 17.14% • 2011 poverty rate: 17.31% • Census poor increased slightly, but our percentage of poverty of the whole country decreased. • Other states had large increases: Hawaii, Connecticut, Alaska. • Less funding available to serve the same number of states. • We will see a decrease in 2013-14 Title I funds.
13-14 projections • Updated census released December 2012 • PA & the entire country is poorer. • Less funds to share with same amount of states. • PA poverty increased by just a bit, but so did others. • We will see a decrease in 2013-14 Title I funds.
Sequestration • It’s actually happening… • Will impact 2013-14 allocations of the grants we administer. • Approximately 5% reduction to Education funds as of now. • Will occur when we receive preliminary allocations from USDE. • Should have allocations from USDE by early May. • $532 million projected for 2013-14. • With new census info & sequestration impact, PA loses over $40 million of Title I funding.
Impacts… • Staff & student • Fewer students served • Fewer staff to support programs • Smaller programs • Carryover waiver relief • USDE just announced that SEAs could apply for Title IA carryover flexibility. • 15% cap waiver– more than 1 in 3 year cycle.
priorities… • $71 billion requested – increase of 4% from PY. • Almost 75% of that money would go to Special Education, financial aid to college students & Title I. • The rest is slated for K-12 reform, preschool & services for poverty stricken students. • The President has set a goal of making America, once again, first in the world in college completion – today we rank 14th.
Priorities… • Early learning: Making quality preschool available for all 4-year-olds - • U.S. ranks 28th in preschool enrollment • K-12: Deepening reform in key strategic areas • High School Redesign and Career Readiness • Strengthening Science, Technology, Engineering and Math (STEM) Education • Teachers and Leaders • School Safety
Priorities… • Making college affordable • Approximately 75% of the fastest-growing occupations require more education and training than a high school diploma. • Only 50% of students who begin college finish. • For low-income students – college completion rate is less than one in 10. • Ladders of opportunity • Comprehensive, coordinated approaches to improving support for students who live in communities of concentrated poverty.
Reauthorization?? • Not yet… discussions are occurring.
ESEA Flex Proposal • Yes, PA did submit a proposal on 2/28/13. • Currently in review at USDE. • 3 Main Principles: • College and Career Ready Expectations for all students • Adoption of Keystones & PA Common Core Standards • Improved State & District Accountability for all students • Priority, Reward & Focus schools • Support to underperforming schools based on School Performance Profile • Supporting Effective Instruction & Leadership • Teacher & Principal Evaluation
It’s the End of NCLB….as we know it. • AYP – frozen • School Performance Profile – takes it’s place • No more AYP SI levels such as: SI I & II, CA I, II Year 9, etc. • School designations, based on SPP: • Reward • Priority • Focus
What Just Happened? Impacts you want to know about: • Choice/SES will be optional. • No mandated 20% set aside for SC/SES. • No 10% building level PD requirement (for improvement as we know it). • No LEA improvement designation, therefore no 10% set aside for PD. • No parent notification letter explaining AYP designation, offering choice/SES. • No rollover requests needed for leftover SES/SC money. • 40% low income requirement to operate a schoolwide program is waived for priority/focus schools.
What stays? • All parent involvement requirements. • Highly qualified requirements. • Fiscal requirements. • Schoolwide program review/approval. • Application procedures. • Intent of Title I, which is to provide services to students at risk of not meeting the standards.
Anticipated changes… • Monitoring? • Supports to schools depending on SPP profile • School Improvement grants (not SIG) could be awarded differently

Now what? • We wait for approvalfrom USDE. • Negotiations & updates. • School Performance Profile – rolled out the fall of 2013. • You will receive a “media package” to assist with your notifications to parents and community. • 2013-14 is a planning year. • 2014-15 everything will be in place.

What’s new at PDE? • Bookflix – end of May through PowerLibrary • www.pacollegetransfer.com • Identifies what courses/credits are compatible at state universities & other colleges. • Kindergarten Entry Inventory (KEI) • Provides baseline data for kids who are entering Kindergarten. • GED changes • New testing series, aligned to Common Core, begin in 2014.
