  7. Accountant needs • A system of small relatively stable (administrative) areas. • Approximately equal populations. • Relatively homogenous across Europe. • That may be used for the aggregation of statistics on many different hirarchies of regions. The Tandem Consortium

  11. Engineering needs • A system of small relatively stable grids. • Approximately equal area. • Relatively homogenous across Europe. • That may be used for mapping of distribution patterns on any hierarchy of regions. The Tandem Consortium

The Tandem idea • Explore the feasibility of defining a harmonised system of small statistical areas (Irregular tesselations) that may be used to compare aggregations of statistics across Europe • Explore the feasibility of defining a common system of grids (Regular tesselations)to map patterns of distribution across Europe • Explore how to integrate these two systems into an integrated system of regions and grids and indicate methods for aggregation and dis-aggregation between the two. Dissemination • We will report our results to the next meeting of the Workshop on Geographical information and statistics in October 2001 • A Conclusive report with recommendations for further action. • A set of minor reports, one for each work package • A PowerPoint presentation to communicate the results for further exploitation The Tandem Consortium

  18. Exploitation • If we fail, • the results of this project will be “passed over in scilence”. • If we succeed, • the result of our efforts will hopefully lead to a next stage where we extend our search for “a common geographical base for statistics across EU” to all member countries.
