The Towards Excellence principles • Councils are responsible for their own performance and improvement • Councils are accountable to local communities - stronger accountability through increased transparency drives further improvement • Councils have a collective responsibility for performance of the sector as a whole • Citizen/user/carer central to defining and judging quality • Reduce the burden - but improvements needed in information on outcomes • Whole system focus over time - health and wellbeing, Think Local Act Personal

Progress since Spring Seminar 2011 • Programme Board: ADASS, CQC, DH, LGA, SCIE, SOLACE, TLAP • ADASS regions: workshops and plans • Supporting improvement: in the seven ‘adequate’ councils • Local accounts: significant uptake • Priorities for resolution: • ‘Tipping Point’ • Safeguarding • Combined offer • Narrative on progress

Priorities for 2012/13 • Adequate councils: complete improvement work • ADASS branches: further support to implement plans for sector led improvement • Local accounts: refining • Data: warning signs, use of intelligence and intervention • Support: coordinate offers • Legislation: implications of the Health and Social Care Act • Member engagement and leadership programmes • Single narrative: on sector led improvement in councils to be developed by LGA

Questions for DASS • What is role of ADASS when poor performance is identified? • What is meant by ‘sharing intelligence’? • How will programmes, peer challenge and support be resourced?   • What is best done locally, regionally and nationally? • What is meant by sector - councils, TLAP, Health and Social Care, children and adults?
