Preparations for FMM Discussion on Economic Opportunities • Bringing together the AFN Chiefs Committee on Economic Development • Meeting of September 13, 14, 2005 • Teleconference meeting planned in advance of national meeting • Meeting planned pre-FMM (date to be determined) • Creating a First Nation Economic Experts Advisory group to provide technical advice • Inaugural meeting of October 6&7, 2005 • Preliminary Concepts outlined • Teleconference on October 19, 2005 • Meeting for October 25, 2006

Preparations for FMM Discussion on Economic Opportunities • First Nation Economic Forum • November 7-9, 2005, Westin Calgary, Alberta • First Nations Economic Forum: A call to First Nation economic experts • Key Objective: To discuss a Blue Print on First Nation Economies and Eradicating Poverty • Topics of Discussion: • Preliminary Concepts for an Economic Blue Print to serve First Nation Economies • A new First Nation Economic Infrastructure • Effective Practices on the First Nation Labour Force; Human Resource Development and Economies/Encouraging linkages

Preparations for FMM Discussion on Economic Opportunities • Continued • Regional Economies; Fisheries; Natural Resources Development and Revenue • Resource Access; new levels of Corporate Relations; Partnerships • Energy and the First Nation Economy • Procurement Opportunities and Trade • Other Indigenous Experiences • Roles and Responsibilities: Setting the stage to begin clarifying economic jurisdictions

Messaging To Date: Economic Opportunities The Challenge • Under the FN-Federal Crown Political Accord and proposed Multilateral Accord, implement strong FN governments for sustainable economic and social development. • Create fiscal certainty and predictability to attract external economic investments. • Implementation of appropriate mechanisms to support diverse FN economies building on existing regional economies. • Address the high unemployment levels of FN citizens and encourage employment parity with other Canadians. • Mobilize FN youth to meet future national labour shortages. The Immediate Targets • Investments in enhanced procurement opportunities and connectivity. • Develop and implement a distinctive national strategy to support FN economic growth established on principles of nation-building. • Multilateral research assignment on FN training and skills development, demographics, and new economic opportunities. • Agreement to pursue Economic Opportunities as a full agenda item at the next FMM, with concerted outcomes for a new strategy.

Economic Opportunities Outcomes • Sustainable economies that support jurisdiction, capable governing institutions, and cultural match. • FN governments (local and/or regional) with economic systems, services, programs, incentives and capacity that enable greater capacity to determine economic priorities and manage economic growth. • Regional capacity to match economic opportunities with human resources capacities. • Focused incentives for increased economic activity, employment and productivity. • Coordinated employment initiatives designed to better reach youth and make use of enhanced procurement and trade opportunities. • Resource based economic framework to support new interaction between FN business community and resource development.
