  3. Disclaimer "DISCLAIMER: The purpose of this webinar is to allow GSA FAS to verbally present the DRAFT planned solicitation refresh and related mass modification as a courtesy to industry. All comments on the information presented must be submitted via chat on this call. GSA FAS will consider all relevant comments and document them, but we are not obligated to respond to any questions at this time. GSA FAS may address some comments during the call or provide responses to relevant questions on the original Interact posting. GSA FAS does not guarantee a response to all questions, but may issue a formal response to industry comments or related inquiries. GSA FAS will make changes to the DRAFT as appropriate. Interested parties should review the final version of the solicitation refresh or mass modification closely for additional changes made to this DRAFT."

Purpose of Planned Action The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to refresh all GSA Multiple Award Schedules (MAS) to incorporate provision and clause updates as outlined in the advanced notice posting on Interact. The refresh is tentatively planned for the end of April 2019. This MAS-wide solicitation refresh/mass modification will update several proposal instructions and incorporate new SCA Wage Determinations

Overview of Planned Changes Section 508 Proposal Instructions • Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. • Solicitation provisions SCP-FSS-001-N and SCP-FSS-001-S paragraph (k) Raising the Bar have been updated to include instructions for offerors proposing products/services conforming with Section 508 standards.

Overview of Planned Changes Section 508 Proposal Instructions • Offerors must identify whether a proposed Information and Communication Technology (ICT) product or service is compliant with the Section 508 accessibility standards at 36 CFR 1194. • The offer must also identify where full details of compliance can be found (e.g., vendor’s website or other exact location.) • For more information on Section 508 standards visit https://www.section508.gov/.

Overview of Planned Changes AbilityOne “Essentially the Same” Proposal Instructions • Provisions SCP-FSS-001-N and SCP-FSS-001-S, paragraph (k)(1), AbilityOne Program Products, have been updated to reflect that an offeror who is not an authorized AbilityOne distributor must remove commercial products that are considered “essentially the same” (ETS) as AbilityOne products from its FSS proposal. • This requirement applies to all FSS proposals regardless of Schedule or Special Item Number (SIN). • Offerors can search for products on the procurement list at https://www.abilityone.gov/procurement_list/.

Overview of Planned Changes Service Contract Act (SCA) Wage Determinations • An updated set of SCA Wage Determinations will be incorporated at the Schedule contract level • MAS Solicitations will continue to include a standard WD file and a non-standard WD file • There are no clause or policy changes to the application of SCA at this time
