ECMPS in Production • Version 1 of the Client Tool was made available to registered users on April 1, 2008. • ECMPS 2008 Quarter 1 users: • 15 registrants, 21 facilities • ECMPS 2008 Quarter 2 users: • 49 registrants, 85 facilities • Initial MP and Cert App data for CAIR SO2: • 5 registrants, 17 units

Transitioning to ECMPS • Coordinate your transition with your vendor, if applicable. • Test the Client Tool. • Register to transition to ECMPS in 2008. • Verify your data in the CAMD Business System (CBS). • Add ECMPS agents. • Install the production version of the Client Tool. • Correct your monitoring plan. 8

  9. Step 1: Coordinate your transition with your vendor, if applicable • Establish timeframe for transition • Install XML-capable DAHS software • Plan to test Client Tool in conjunction with DAHS vendor

  10. Step 2: Test the Client Tool • To make the transition to ECMPS easier, EPA strongly encourages you to test. • Register to test here: http://ecmps.pqa.com/register.shtml

  11. Step 3: Register to Transition to ECMPS in 2008 • ECMPS is optional in 2008; ECMPS is required in 2009. • You MUST register if you want to officially switch to ECMPS in 2008.   12. Step 3: Register to Transition to ECMPS in 2008 • You should only register to transition to ECMPS if you are very certain you will be ready to use it. • All units at a facility must be submitted using the same submission tool (ETS-FTP or ECMPS). • Transitioning to ECMPS is permanent. 12

  13. Step 4: Verify your data in CBS Verify CBS user name and password, which will be used to login to ECMPS. Review Unit IDs, program data, operating status, and date fields. These fields are not managed through ECMPS, but are used to evaluate data in the Client Tool. These data types are submitted either on paper forms or online through CBS. Some fields are not editable once entered, and can only be modified by EPA. 13

Step 5: Add ECMPS Agents There are two types of ECMPS Agents: • Retrieve • Access to retrieve data from the EPA Host System (e.g., consultants, vendors) • Allowed to edit data in the Client Tool • Not allowed to submit data changes • Submit • Access to retrieve data from the EPA Host System • Allowed to edit data in the Client Tool • Access to submit data to the EPA Host System 14

  15. Step 5: Add ECMPS Agents Retrieve Agents • Assigned by Primary or Alternate Representative • Can only retrieve data associated with the Representative

Step 5: Add ECMPS Agents Submit Agents • Authorized to act on behalf of a Primary or Alternate Representative. • The Primary Representative is legally responsible for actions taken by his/her Submit Agents or by the Submit Agents of the Alternate Representative. • Assigned on a unit level. • Primary and Alternate Representatives receive email confirmation when Agents submit data to the EPA Host System. 16

Step 5: Add ECMPS Agents • ETS-FTP agent assignments will not be automatically transferred to ECMPS. • Representatives can assign their ECMPS agents using CBS or the Agent Notice of Delegation paper form. • Assign agent status for each person who needs access to ECMPS. DO NOT SHARE USER NAMES AND PASSWORDS! 17

  18. Step 5: Add ECMPS Agents • IMPORTANT: When a Representative is replaced, all ECMPS agent assignments are ended. • CAMD recommends that both the Primary and Alternate Reps assign the same agents to avoid problems if one or the other is replaced. 18

  19. Step 6: Install the production version of the Client Tool You cannot upgrade from a test version to a production version of the Client Tool. Check with your IT staff to make sure you have rights to install software on your computer. If you plan to have multiple users connect to a shared database, please contact PQA for assistance. Minimum system requirements can be found in your folder and are listed on the PQA ECMPS website. 19

Step 7: Correct Your Monitoring Plan • All monitoring plan data reported since 1999will be migrated to ECMPS. • Before submitting any QA or emissions data, you must submit a corrected monitoring plan via ECMPS. • Your monitoring plan must be updated to meet new requirements and correct existing deficiencies. For example: • New requirements: probe components, stack shape • Existing deficiencies: non-contiguous, overlapping, and inconsistent dates 20

  21. Step 7: Correct Your Monitoring Plan If you have questions, take the following steps: 1. Review Resources (see handout) 2. Contact your vendor or consultant 3. Contact Technical Support (see handout)

Resubmitting Data • 2008 • If you have transitioned to ECMPS: • Resubmit 2008 data via ECMPS • Resubmit prior data via ETS-FTP • If you have not transitioned to ECMPS: • Resubmit all data via ETS-FTP • 2009 • All sources will be required to use ECMPS • Resubmit all data for all years via ECMPS

  24. CAIR SO2 Certification Applications • Initial monitoring plan and supporting QA tests are due in 2008 • NOTE: ARP units do not need to submit certification applications • Must be in XML format and submitted via ECMPS • You may continue to submit quarterly reports via ETS-FTP in 2008 24

CAIR SO2 Certification Applications • You MUST register to submit certification applications for CAIR SO2 using ECMPS • Registration deadlines are the 1st of each month (e.g., June 1st ) • Data are available in ECMPS one month after the registration deadlines (e.g., July 1st) • Register at: http://www.epa.gov/airmarkets/business/ecmps/registration.html 25

CAIR SO2 Certification Applications • Once you register, EPA will migrate your most current monitoring plan information to the EPA host system • You will then be able to download the most current monitoring plan information from the EPA host system to your Client Tool and complete the required information for CAIR SO2 • You will then submit the completed monitoring plan back to the EPA host system • If you use both ETS-FTP and ECMPS, you are responsible for maintaining monitoring plans in both systems

Mercury • EPA temporarily suspended work on the mercury portions of the Client Tool while the implications of the court’s decision were considered. • EPA is pursuing a plan to assist states that choose to adopt the Jan 24th, 2008 Part 75 monitoring provisions as part of their state level rules for mercury. • As such, EPA is tentatively planning for the mercury monitoring plan and certification test data to be supported in the scheduled release for September 2008. • Hourly data would be handled with the version that will be released ahead of the 1st quarter 2009 reporting period.

  28. Mercury Certification Deadlines • Given that there is no longer a CAMR program, EPA will not be answering the petitions for the alternative deadline previously discussed regarding the timing of the Client Tool. • As of now, EPA has yet to release a version of the software that can handle mercury data. • It is up to the states to approve an alternate deadline under their regulations, if they are relying on Part 75 and ECMPS for monitoring and data collection.

  31. 2008 Testing • May 2008 - September 2008 • Registrations will be accepted throughout the testing period • http://ecmps.pqa.com/register.shtml • EPA strongly encourages all stakeholders to test, including vendors and consultants. • You can test while using either ETS-FTP or ECMPS for official submissions. • Testing version of Client Tool is virtually identical to production version. • Changes to test data do not affect official data.
