Workforce Development Training Fund Provide opportunities for new or existing businesses to create new jobs or to upgrade the skills of workers.
Pre-Obligation • Support new or expanding businesses • Economic Development entities only • Must be disbursed through an approved: • Pre-Hire Economic Development Grant • Business Training Grant for New Positions • Not required for a project with a cost of less than $50,000.
Pre-Hire Economic Development Grants • Designed to train workers for a particular business, businesses, or industry. • Completed through a partnering of four entities: • A training provider • A business, group of businesses, or an industry • The local or regional Economic Development entity • The local Workforce Center
Business Training Grants • Employee training for: • New employees (position created <180 days from training) • Existing employees • What businesses can apply? • All business entities registered with Wyoming Secretary of State • Wyoming sole proprietorships, LLCs, partnerships, and county hospitals (demonstrate payroll) • No governmental entities

Training Grants forExisting Positions • Training Eligibility • Correct an employee’s skill deficiency or upgrade skill level • Direct relationship between training and occupation • Training not normally provided by business • Training will: • Enhance business’s productivity, or • Reduce employee turnover, or • Enhance employee wages
Existing Positions, cont. • Trainee eligibility • must work in Wyoming • Funding limit • $2,000 per employee per fiscal year • Funding limit follows employee, not employer • Business contribution – 40% of approved, allowable expenses (WDTF pays 60%)
Existing Positions, cont. • Allowable Expenses • Direct training costs • Tuition, registration, class fees, materials • Travel expenses • Transportation, lodging, meals • Generally at federal per diem rates • Instructors fees and travel expenses where instructor is brought in to business • Fees for continuing ed units and certifications
Existing Positions, cont. • Non-allowable expenses • Trainee’s wages and benefits • Administrative expenses • Purchased, rented, or leased equipment or software • Instructor’s fees and travel if they are an employee • Assessment, tests, exams not included in training • License fees • Membership fees • Capital construction
Training Grants forNew Positions • Training eligibility • Demonstrate direct relationship between training and trainee’s occupation • Trainee eligibility • Must work in Wyoming • Funding Limit • $1,000 – less than 35 hours per week • $2,000 – 35 or more hours per week • $4,000 – wages are = or > mean county hourly wage

Contract and Payment • Application is approved • Contract is executed • 75% of award is paid to business • 25% held by DWS until: • Training is completed • Trainee is still working at business for 90 days • Repayment or loss of retainage if training not completed or trainee is not retained
Final Report • Due between 90 and 135 days from training end • Summary of the results of training • Copy of the agenda, manual, or table of contents • Payroll record showing pay 90 days after training • Invoices and receipts for allowable expenses • Retainage can be used to adjust payment if expenses were less than budget • Required to repay entire award if not completed!
