The Characteristics of a Free School • Free from Local Authority control with the same freedoms as traditional academies. • Free Schools: • Are inspected by Ofsted • Have the same rigour of teaching standards and accountability • Will offer more choice in local communities. • They are open to all children and free to Parents/Carers. • They follow the same admissions code as all state schools and are non-profit organisations. • Can be set up by organisations, charities, talented educationalists/teachers etc. who have listened to what the parents want and community needs. • Some have a focus on Art, Music, Faith etc. • They have extended hours and a broad range of activities to allow Parents/Carers more time in the day to work and seek employment. • All have excellent teachers and leaders. • Throughout the UK, they have already offered 9000 places to children from all backgrounds in some of the most disadvantaged areas. • (DfE 2013)

Marine Academy Plymouth and Shining Stars Nursery already have an excellent reputation throughout the North West locality and the city. • St. Budeaux is in the national top three percent of areas with high social deprivation. • The residents of St. Budeaux have poor health and the fourth lowest life expectancy in the city. • St. Budeaux has the fifth highest crime rate in Plymouth. • The number of Reception places in Plymouth primary • schools needs to significantly increase, especially in • the North West locality.

St. Budeaux Education Indicators; performance at Key Stages 2, 3 and 4, number staying on at school, numbers entering higher education, school absenteeism and proportion of people with no or low qualifications.
