  6. NATIONAL FOOD SECURITY MISSION Since Nagaland is in critical situation in term of Food Security, National Food Security Mission guidelines may be relaxed to include Nagaland in National Food Security Mission in the interest of the state.

  7. RASHTRIYA KRISHI VIKAS YOJNA (RKVY) FUND ALLOCATION UNDER RKVY DURING 2007-08 TO 2010-11

Physical Achievement under RKVY • Monitoring of RKVY Scheme for the year 2009-10 has been conducted by Monitoring Team from NIRD, Hyderabad w.e.f. 23rd to 25th November 2009 for evaluation and physical achievements, the report of which has been submitted to Government of India. • Consultant appointed by Government of India has visited the State during Aug 2011 and done the on the spot assessment of RKVY schemes/projects on going in the State covering 2008-09, 2009-10 & 2010-11. Fund Allocation under RKVY during 2010-11 & 2011-12 • Government of India has allocated an amount of Rs. 1325.00 lakhs only for the year 2010-11 to the state. The State Level Sanctioning Committee (SLSC) has approved the schemes/projects of Agri & Allied departments and accordingly implemented the programmes. • During 2011-12, an amount of Rs.3754.00 lakhs has been allocated by Government of India. The State Level Sanctioning Committee has approved the schemes/projects of Agri & Allied departments on 22nd July 2011. Government of India has already released 50% amount as 1st installment and accordingly necessary sanction by the State Finance is under active process. and expected to utilize the amount within the stipulated time.

SEEDS (Availability,Treatment, Testing) Seeds Availability: State produce truthfully labeled seeds only through State Seed Farms and for certified seeds, necessary tie up arrangement are made with NSC/SFCI through dealers apart from state own resources. Seed Treatment: NSC/SFCI seeds are all treated. About 30 % of locally available seeds (Truthfully Labeled Seeds) are treated. Seed Testing: Seed viability and germination test is done in the State Seed Testing laboratory.

  14. FERTILIZERS (Availability,Treatment, Testing) The state has adopted Organic policy. However, the area other than organic farming, application of chemical fertilizers in necessary to boost up production apart from its use for research and experimentation. The farmers are encouraged for integrated use of chemical fertilizers along with organic sources viz., green manure, Bio-compost, Vermi-compost, Bio-fertilizers etc. The fertilizer position in case of Urea is comfortable. The dealers are able to procure the same from BVFCL, Namrup as and when demand arises. In case of DAP there was always shortage as IFFCO, Guwahati did not supply any. However, the supply position of DAP should be improved as there will be demand during Rabi for Potato and other winter crops.

  15. SOILTESTING • Soil samples are being analyzed by collecting soil samples from different districts. Altogether, a total of 12,500 nos. of soil samples were tested during 2010-11. • During Kharif 2011, about 6000 nos. of soil samples testing has been done. It is targeted to carry out another 6500 soil samples testing during Rabi 2011-12. INTEGRATED NUTRIENT MANAGEMENT (INM) Under the INM programme farmers are encouraged to use organic sources of plant nutrients along with chemical fertilizers. The different organic inputs produced & used for INM are as follows:

  16. BEST PRACTICES ADOPTED BY THE STATE. • KHOLAR: • In Nagaland, Kholar (Rajma) is successfully cultivated in two seasons (March/April & July/Aug). Kholar is an excellent relay cropping with Maize. After harvest the maize, the stalks are allowed to remain in the field and used as natural staking material for Kholar. This system reduces labour cost of production to a great extend thereby farmers get good return from cultivation. Maize and Kholar Relay cropping system in jhum field

  17. TRC: • Terrace Rice Cultivation is another best practices adopted as an improvised hill system of cultivation to reduce jhum and shifting cultivation. It also help to increase production and productivity. On the other hand, annual margin is also enhances by adopting Pisciculture and snail culture along with paddy.

  18. Oilseeds Mustard & Linseed are grown popularly in the foothill areas during Rabi with Zero Tillage and without Irrigation. Cultivation of these oilseed crops becomes an additional household income of the farmers.

  19. ANY OTHER ISSUE OF IMPORTANCE RODENT MANAGEMENT The state is experiencing upsurge of rodent population from all districts particularly Mokokchung & Wokha district due to gregarious bamboo flowering. The area estimated to be affected by rodents in these two districts alone is 16,735 ha. And surveillance and monitoring is still continuing regularly in the state.   20. Control Measures • Department is providing rodenticides (Roban Zinc Phosphide). • Promotion and application of Indigenous local traps. • The demand for Rodenticides is increasing day by day. Government of India may provide financial support to combat Rodent outbreak in the state during 2011-12.

Activities undertaken during 2011-12 • ATMA functionaries orientation training held at Kohima on 14th March 2011. • New SAMETI building inaugurated by Hon’ble Minister Agriculture at Medziphema on 5th August 2011. • 3. State Level Refresher training for field functionaries at SAMETI from 23rd Aug to 1st Sept 2011. • Off season vegetable production technology training in collaboration with EEI Jorhat held at SAMETI from 6th to 8th Sept 2011. • 325 Farmers Friend were issued cell phones for effective extension services, completed by first week of August 2011. • During 15th Aug Independence day crop exhibition held all over the state, 4 ATMAs were adjudged as the best exhibitor.

  23. CORE ISSUE FOR RABI • SEEDS: Usually, NSC/SFCI seeds come late for Nagaland. Therefore, NSC/SFCI may make available require seeds for the state in the month of Sept. Second forthnight of Sept & Oct is the optimum sowing time for Rabi in Nagaland. • Price of seeds difference between NSC and SFCI as enclosed • NSC Moong K-851 Rs.12,220/qtl vide price list dated 5/3/2011 • SFCI Moong K-851 Rs. 8,850/qtl vide price list dated 11/4/2011 • Seed assistance too low under MMA (16%) only. • 2. IRRIGATION: Irrigation is the main constrain for Rabi cropping. The rainfed river/stream irrigation system slowly dries up as dry season set in and rabi crops suffer with moisture stress during critical stages. Therefore, appropriate intervention is needed in this area. • FERTILIZERS: Though state consumption of inorganic fertilizers is very negligible. However, fertilizers not make available to the state by fertilizer corporation particularly DAP during season.
