  22. Knowledge Issue: Logic • Why is Graffiti considered illegal? • Reasons convinces the outcome of the Graffiti case. John Locke ideals were not appealing to audiences. Government favors majority who dislikes Graffiti. Minority, art scene, loses to majority by reasons.
