Background • Part of the strategic governmental policies for the improvement of the infrastructure, considerations on a possible airport concession were based on the need: • to upgrade, improve and reconstruct the airport infrastructure; • to improve the safety and security standards; • to improve the operational standards of the airport; Ministry of Economy, Trade and Energy

Background • to ensure the transfer of an international know-how in the sole international airport of Albania; • to grow the airport handling capacity in compliance with the growing air travel demand; • for introducing a new management culture and international experience in performing the operational services, vital for an airport. Benefits of Albania • Total cost on the concession investment; • Payment of all due financial obligations towards KfW, such obligations regarding the airport; • Payment of the Concession Fee; • VAT, Taxes; • 30 % of the Future Dividend value (approx. EUR 50 Million); • Transfer of know-how to Albanian companies (construction works); • Creation of job opportunities in the community. Ministry of Economy, Trade and Energy

Concession Investments • Phase A Construction Works (2005-2007): • New Passenger Terminal; • New Car Parks (Area 1 and 2), covered and uncovered; • New Air Cargo Centre; • New Access Road; • New Bridge on the Existing Road; • New perimeter road; • New circuilatory road; • Standartised in-house services and; • Additional operational facilities (waste water treatment plant, etc). Concession Investments • Phase B of New Passenger Terminal (2008 – 2009): • Reaching the handling capacity of 850.000 pax/year, triggered the start of the works for the terminal expansion. • Additional investments: • in airport facilities and operations; • in the extension of apron; • in improving the FFR Station, etc. • Phase C and following Investment Phases: • The increase of handled volume will trigger the start of additional investment phases Ministry of Economy, Trade and Energy

Development of the Airport • The Concession is continuing with impressive results regarding its performance; • There are stated satisfactory increases of operations; • The Government and its depending aviation authorities cooperate closely with the concessionaire – ensuring efficient and smooth operations • The investments programs of the concessionaire are a stable basis for the further development of the airport’s infrastructure.
