TFC: CSIR and Government of West Bengal Join Hands SALIENT FEATURES • Joint initiative of the Government of West Bengal and CSIR • CSIR-CGCRI has the nodal role on behalf of CSIR • Implemented in project mode for 3 years • Funding support from Government of West Bengal with notional involvement of CSIR-CGCRI • First of its kind initiative in India MoU signed on 16th September, 2013 Activity Initiated in January, 2014

  3. Vision • Creating a sustainable ecosystem of micro, small and medium enterprises to drive economic prosperity of the State • Mission • To achieve technological enablement of West Bengal’s small scale sector leveraging the prowess of our knowledge institutions

A Multi- Model Approach UNIDO MODEL • Aims at leveraging overall performance and collective efficiency of SMEs • Selection of pilot clusters to implement the programme • Customize methodologies to cluster settings NInC CLUSTER INNOVATION MODEL NABARD PARTICIPATORY MODEL • Networking hub for stakeholders • Facilitate access of clusters to technology, skills and R&D • Ecosystem approach • Unique sub-components for supporting institutional set up e.g portals, toolkits etc. • Concentration on rural artisans • Forward integration with other programmes • Coordinate efforts of all agencies

Case Report - I Dokra Bikna Cluster, Bankura • CLUSTER PROBLEMS • Lack of healthy environment – e.g. sanitation, high SPM • Large scale drudgery • Need for workplace – living place segregation • Gas fired kiln will not work • Alternative to the use of pitch • TECHNOLOGICAL CHALLENGES • Environmental pollution from furnaces high • Furnace size and design not suitable • Kiln that requires lesser coal • INTERVENTION ACHIEVED • Advanced furnace technology from CSIR-NML • provided to the Cluster through KVIB • Funding through KVIB

Case Report - II Terracotta Panchmura Cluster, Bankura CLUSTER PROBLEMS Use of inefficient kiln that emits high smoke Design defect in an existing hi-tech kiln Use of traditional fuels Non-interest in adoption of technology • TECHNOLOGICAL CHALLENGES • Cracking of items that are of larger size • Furnace size and design not optimum • Need of scientifically designed kiln furniture • Automated monitoring of temperature • INTERVENTION UNDERWAY • Technology orientation workshop envisaged soon particularly with respect to clean energy • CSIR-CGCRI to examine the furnaces and develop more scientifically designed ones

Skill Development and Mentoring • 27 officials at the level of General Managers and Directors of District Industries Centre has been mentored about the TFC and CSIR technologies • 534 Industry Development Officers (Block level officials) mentored about the TFC, use of its resources and CSIR technologies • 12 Dokra artisans trained on use of advanced furnace technologies at CSIR-NML
