  1. Training - Education - Development FOUL PLAY

  2. TASK 1 Develop a process for effectively managing a foul play (dangerous play) incident. (10 mins.)

  3. FOUL PLAY - PROCESS • Blow whistle with authority to immediately stop play and ENSURE other players do not become involved. • Ask players to move away – create space • Check whether assistant referee/s has/have flagged. If so, receive report (away from players)

  4. Take time to collect your thoughts. (make your decision?) • Call out offending player/s (use jersey number and colour) and captain/s • Talk to the captain directly and base your comments on: Fact- What you have seen and/or what has been reported to you by the assistant referee/s. eg “Blue No.12 has punched a Red player. No. 12 is being sent off.” • Do not enter into further discussion

  5. TASK 2 The game is developing considerable niggle and frustration. Identify options the referee can use to deal with this situation.

  6. DEALING WITH ‘NIGGLE’ BUILD UP • Identify and deal with player/s responsible for incidents. • Work closely with captains so that they ‘own’ and address the problem. • When applicable manage incidents ‘on the run’. Non action may result in escalation. • Use assistant referees to help. • Act on any warnings or cautions previously issued.

  7. FORMS!!!! Fill in the appropriate formsand fill them in properly!!!

  8. FORMS!!!! NAME THE PLAYER’S TEAM AND CLUB! NOT JUST THE CLUB!

  9. FORMS!!!! Find out the player’s name! Get it from the teamsheet BEFORE you leave the venue. If a team or club refuses to provide the player’s name, that is an issue for the WRFU to sort out.

  10. FORMS!!!! MATCH & RESULT: Specify BOTH teams and their respective scores.

  11. FORMS!!!! NATURE of OFFENCE: Specify the full Law detail. LAW 10 – FOUL PLAY 10.4 DANGEROUS PLAY AND MISCONDUCT • 10.4 (j) Lifting a player from the ground and dropping or driving that player into the ground whilst that player’s feet are still off the ground such that the player’s head and/or upper body come into contact with the ground is dangerous play.

  12. FORMS!!!! PROXIMITY to the INCIDENT: • DEFINITION of proximity • The state, quality, sense, or fact of being near or next; closeness. • This question is asking “Where were YOU (the referee) in relation to the incident?” Not “Where did the incident occur?” • 3 metres away

  13. FORMS!!!! What were the circumstances in which the player was ordered off / sin binned? This is where you tell the story of WHAT HAS ACTUALLY OCCURRED. “Repeated infringements” does NOT tell anyone what has actually happened!!
