DSCF Standard Mail Load Leveling • Lessons Learned • LMP Swim Lanes and MTE staging are critical • Additional MTE required for batch processing • Need as many DUs to hold as possible • Staging on trailers is costly in PIV work hours, requires spot driver, and control of trailer staging in yard

  7. Load-Leveling Volume Based on measurement data from April 11, 2014 to August 1, 2014, ~38% of Standard DSCF Mail has been load-leveled • Letters: ~35%; Flats: ~54%

Implementation Timeline • Pilot – November 2014 • 4 Pilot sites selected • Southern CT • Southeastern PA • Manasota FL • Rockville IL • Mail Direction File Published on 10/1 for 11/1/14 Effective Date will contain 4 Pilot Hubs • All mailers will have option to drop at pilot hub sites • If you would like to participate in the pilot, please join WG 159 in order to stay informed/provide feedback

Implementation Timeline (Cont.) • Phase I Implementation – February 2014 • 43 Former SCF sites selected • Phase I Sites posted on FAST FAST>Resources(Under Drop Ship Product File Download) • New locale keys will be created for Hub sites • Will be updated in 11/1/14 effective Mail Direction File • Work Group still scheduled to sunset on time • Target end date: 4/1/15

Eligible Mailings for Hubs • Hubs will accept cross-dock containers only • 5-Digit ZIP, 5-Digit CRRT (non-FSS zones) pallets, bundles, sacks or containers of • Standard • Periodical • Bound Printed Matter • Parcels • Hubs will NOT accept • FSS prepared mail • Any containers that require bundle sort operation

Eligible Mailings for Hubs (Cont.) • Presort Prep • Anything currently eligible to be dropped at a DDU can be dropped at a Hub, but will receive the Hub (DSCF) discount • Flats • Bundles on merged 5-digit scheme or 5-digit scheme carrier routes pallets prepped according to L001 are eligible for Hub drops • Bundles on 5-digit scheme pallets prepped according to the L007 are not eligible for Hub drops • Parcels • 5-digit pallets and 5-digit scheme pallets prepped according to the L606 are eligible for Hub drops

  23. Dropping at Hubs • Hub drops will qualify for the DSCF rate • CET will be 1600 for all Hubs • Hours of Operation will vary by facility • Hours available in FAST and mail direction file • FAST appointments will be required • FAST will be ready to accept appointments for November 2014

Benefits of FSS Prep • Flats Sequencing System (FSS) Optional prep introduced January 2, 2011 • DMM section 705.14.0 • Benefits – then and today: • Produce larger, more uniform bundles – using less materials for strapping & polywrapping • FSS scheme bundles align with FSS sort programs • FSS scheme pallets flow directly to the FSS mail prep (SAMP) • FSS scheme pallets bypass bundle distribution – improving cycle time and reducing potential for bundle breakage with added handlings • FSS facility pallets enable managing batting order of FSS zones queued for bundle distribution, maximizing the number of flats available for FSS sorting • End-to-End visibility – leverages use of data
