This document outlines the timeline and goals for the boundary realignment between Dubuque Senior and Hempstead High Schools. Scheduled events include public hearings and board meetings to discuss how to evenly distribute students between the schools, considering factors such as future residential growth and the demographic composition of the student population. Key issues will be examined, including the impact of walk zones and ensuring a logical approach to boundary lines. The plan aims to facilitate a smooth transition for incoming 9th graders and maintain high educational standards across both schools.

Timeline for input/decision January 31 – Hempstead February 7 – Senior High February 21 – Board Room March 3 – Board Room • April 14 – Public Hearing and earliest possible date for Board decision
Goals for Boundary Realignment • Distribute the appropriate number of students to Dubuque Senior & Hempstead • Regular-sized classrooms: @ 80 each
Recognize likelihood of continued housing development both to the west and to the south • Distribute areas of likely residential growth to both high schools • Plan to accommodate some future growth at each school
Distribute approximately the same relative composition of students at Hempstead and Senior in terms of • percentage of free/reduced lunch-qualified students • students entitled to special education services • racial minority students.
Current High School Studentsusing current and proposed boundaries
Improve “vertical alignment” to simplify transition from middle to high school. • 100% of Washington students to Senior • 100% of Jefferson students to Hempstead • Of current Roosevelt 7th & 8th grade students: • 50.06% to Hempstead • 49.94% to Senior • Result ? Improved communication, program and activity coordination
Maintain neighborhood “walk zones.” • High school “walk zone” is 3 miles • Senior & Hempstead “walk zones” overlap each other because of proximity • Without preventing accomplishment of other goals, assign most students to school within “walk zone”
Avoid appearance of “gerrymandering.” • “logical” approach • Major streets as dividing lines • 14th Street west to • White; north on White to • 18th Street; west one block to • Central; north on Central to • 32nd Street; west on 32nd Street to • Kennedy Road; south on Kennedy to • Highway 20 (Dodge); west on Hwy. 20 to • Western boundary of district
Establish reasonable timeline and process for implementation • Two options to consider: • Mandatory for incoming 9th graders beginning August, 2008 • Or • Mandatory for incoming 9th graders beginning August, 2009
Option #1 – Mandatory 2008 • August, 2008 • Revised boundary mandatory for incoming 9th grade students; 10-12 “grandfathered” • Transportation only to newly assigned school; paid ride possible on space-available basis for others • No change to In-District Open Enrollment policy or procedures
Option #2 – Mandatory 2009 • 2008-09 • 9th-12th students attend current school orEarly Enrollment if desired • Transportation (or reimbursement) for any eligible student • 2009-10 • Revised boundary mandatory for incoming 9th grade students; 10-12 “grandfathered” • Transportation only to newly assigned school; paid ride possible on space-available basis for others • No change to In-District Open Enrollment policy or procedures
Issues • Whether to redraw the lines? • Where to draw the lines? • What process to use in implementing the change? • Other ????
