  2. JASPERS Structure • JASPERS is managed by a Steering Committee with representatives from DG REGIO, EIB, EBRD and KfW

  3. JASPERS Rationale • Joint assistance for Supporting Projects in European Regions (JASPERS) • A partnership between the Commission and the EIB (with support from EBRD and KfW) • To help new member states use more rapidly and effectively the €347m grant finance from EU Cohesion Funds • Support covers all stages of project cycle • Targeted at specific projects in specific fields

  4. JASPERS Project Cycle Managing Authorities (MA)of each country identify relevant projects. At the beginning of the year, Project Fiches are sent to JASPERS. JASPERS reviews the Project Fiches and discusseswith DG-REGIO and with the Managing Authority. 1 2 JASPERS experts work on the projects with the Beneficiary, the Managing Authority and the relevant Intermediate Bodies. 3 JASPERS proposes the Action Plan for the approval of the Steering Committee, and then agreement with the Managing Authority. 4 5 Member States continue to “own” the projects; they submit the applications for grants as required by the EU Regulations. 6 The European Commission takes a decision on the Project Application.

Current Portfolio: Summary • Some 450 assignments in the Action Plans 2009 • It is expected that JASPERS will complete about 100 Assignments in 2009 • Action Plan is a rolling plan – first priority: uncompleted assignments from previous year; JASPERS is flexible to take on new assignments during the year • Major projects account for some 84% of total active interventions, small projects for 7% and horizontal projects for 9%. • Support also requested for wide range of relevant Horizontal Issues (such as combining EU Grants with PPPs, CBA guidelines, training workshops, cost forecasting studies) • Demand for JASPERS expertise in non-conventional or complex projects e.g. Cultural projects in Poland • JASPERS ‘completed’ until now 119 assignments, concerning major projects, but only 84 are submitted to DG REGIO and 33 are approved

Challenges facing all Major Projects • Project preparation is a critical issue, with implications for implementation • Final beneficiaries should feel a duty to respond to guidelines, but should also ‘own’ the project and be responsible for achieving results • The creation of an investment may become divorced from operation and use • Monitoring frameworks may contain sector develoment seek private sector involvement • Support also requested for wide range of relevant Horizontal Issues (such as combining EU Grants with PPPs, CBA guidelines, training workshops, cost forecasting studies) Source: Hörhager Oct2009

Other EIB Products in R&D • JEREMIE, JESSICA and JASPERS • Development of Community Research Networks, Platforms, and Programmes: Collaborative actions initiated at European and Community level, e.g. European R&D Infrastructures (ESFRI) or European Technology Platforms. • Facilitating European Human Resources in Science and Technology: Investment initiatives to increase employment in Science and Technology Areas. This also encompasses the development of poles, knowledge networks, or centres of excellence in R&D, in areas like new materials, health care, etc. • Regional and Local Endowment for R&D and Innovation: Investments that support a region’s innovation capacity, such as public and private research centres, Science and Technology Parks, incubator centres and technopoles, research driven clusters, etc. • Public and Private Sector Investments in R&D and Innovation: The creation, diffusion and adoption of innovative products, processes and services, including prototypes, pilot plants and first stage industrial and commercial applications
