Transportation Infrastructure Investment Act of 2013 • Federal Motor Fuel Tax – • Since 1993: $0.184 per gallon of gasoline • State Motor Fuel Tax – • 1993-2013: $0.235 per gallon of gasoline • 2013: Indexes $0.235/gallon to CPI 1% sales tax on gasoline 2015 - 2017 = sales tax incrementally raised to 4% Could go up to 5% if internet sales tax does not pass • Provides $2.2 billion in new funds for SHA projects • Will create almost 20,000 SHA-related jobs and spark billions of dollars in economic activity.

Watershed Improvement Plan (WIP) • WIP is not concrete and steel construction • Substantial expansion of our environmental program to improve water quality and treat highway runoff. • It’s integral to our success as a highway agency. • Great opportunity for diversification in the private sector. • SHA is recognized as a national leader in this area.

Total Maximum Daily Load (TMDL) • TMDL as “pollution diet.” • A primary strategy to deliver the WIP. • Includes stream restoration, tree plantings, enhancing and retrofitting old stormwater facilities and constructing new facilities such as bioswales. • Planting thousands of trees for cleaner water to flow into the Chesapeake Bay watershed. • Partnering on environmental projects. • Several design-build contracts for stream restoration and storm water management facilities underway. • Significant opportunities for business expansion.

  10. Moving Forward • For comparison, for all contracts (not just capital like above), we have executed: • 2012  244 contracts at a total value of $446.8 million • 2013  275 contracts at a total value of $531.4 million • 2014 361 contracts at a total value of $775.0 million

  11. Increased Revenue = Increased Projects = Increased Public Expectations We must work together to deliver projects: • On Time • Within Budget • Top Quality • Least Construction time/impact to traffic
