  1. Canada The U.S. And The World The End Of The Cold War

  2. War and Peacekeeping • Canada was previously associated with NATO • Now is a large part of The UN • Participates on almost every peacekeeping mission presented

The New Role of The United Nations • There were 27 missions from 1948-1992 • Canada participated in all of these • 13 missions from 1948-1987 • 14 missions from 1988-1992 • These were the most missions then in the previous forty years combined • This increase was from the recent fall of the Soviet Empire

Soviet Empire Falls • The Soviet Threat was removed • Now the West was free to impose its will on its regions around the world • The west was backed by the military although • Because the fall of communism, essential feelings of ethnic nationalism were exposed Canada was swept along with the UN because it was part of NATO with similar views of policing The World.

Should The UN Intervene • The UN peacekeeping was questioned because the ethnic problems were contained in one country • The outline of the UN roles were • Diplomats practice agreements not force • Peacekeeping by taking weapons and helping others return to life • Peacemaking uses force to settle • Peace building starts after a settlement has been reached and life is to be restored

  6. Peacekeeping Gets Harder • The UN stepped up peacekeeping • Canada participated in three missions • The Persian Gulf, The Balkans, and The African Nations

Iraq Starts to Fight • Iraq started to invade Kuwait a smaller neighboring nation • The UN stepped in right away • A large military collation was formed with Canada • Saddam Hussein refused to withdraw • Land and air attacks started on Iraq and receded after 120 000 Iraqi troops were found dead • Soon after ethnic cleansing was found to be the root cause

A Crisis Unfolds • European and the Soviet Union were struggling through political instability • Europe started to fight spreading rumors about the politics behind the scenes and the UN had to step in • They provided relief and much support to Sarajevo • The population was desperate for help • The UN threatened the countries but nothing happened so NATO stepped up and implemented large military action

  9. A Crisis Unfolds • The way the UN posed to help here was to create two parts of the Bosnian state with a Croat Muslim Federation and a Serbian Public • Freedom of movement for all peoples • And enforcement by NATO ground teams

  10. Louise Arbour • Louise Arbour was appointed to the UN post • Her previous position as a judge and he published articles of world peace gave her good chances of being a great candidate

Slobodan Milosevic and the Kosovo Crisis • 1998 hostiles broke out in Balkans • The conflict was based in Kosovo, Siberia • Kosovo was important for two main groups the Kosovo’s and the Serbs • It was 90% ethnic Albanian • It was “the cradle” of civilization for the Serbs and- • -the ancestral home for the Kosovo's

Slobodan Milosevic and the Kosovo Crisis • 1989 Slobodan Milosevic wiped away Kosovo’s independence • All government jobs were run by the Serbian minority • Schools were changed and language rights were strict • He also sent Serbian forces to patrol the area • The KLA formed to rebel on the Serbian forces • Refugees fled because of this battle • Many people were murdered and raped during this time • The Serbs once again started Ethnic cleansing

Slobodan Milosevic and the Kosovo Crisis • Negotiations from the UN and NATO began but became futile • The negations were used to buy the Serbian forces time • 300 000 refugees were trying to escape but were trapped because borders were closing • Milosevic continued murdering • NATO stepped in and used an air raid for 78 days on the Serbian patrol • Independence was once again returned to Kosovo • 48 000 NATO troops were sent to patrol This is the second time Western forces were involved in aggressive military action.

  14. After the Battle • Because the Kosovars won the battle they used the upper hand to attack • They started attacking the Serbian military making the UN take the other side • There was a similar outcome

  15. Canada’s Role • Canada played a large role in the Kosovo crisis • Using 500 million dollars on ammunition and planes Canada had a large part

Should Canada Continue??? • Canada is seen as a war making Nation not a peacekeeping nation because of the wars they were participating in • There missions are deadly and negotiations were short • Several people had tried to commit suicide from the death and others • Lt. Romeo Dallier tried to commit suicide because he couldn’t handle the war images in his mind

Should Canada Continue??? • Canada has hade successful mission and failures • I believe Canada should continue but not how they have in the past • They must have more rules • There should be group size restrictions • Also if they can’t negotiate they shouldn't directly switch to air raid they should have some reconnaissance missions • There must also be constant contact so the UN doesn’t have the peacekeepers making war when there is no problem anymore
