Purpose: The purpose of this evaluation is to create a monitoring tool of social exclusion at the household level that can be used by the National Social Policy Council in tracking progress towards decreasing social exclusion via policy targeting. It is our goal to eradicate social exclusion by addressing its simultaneous effects with respect to overlapping exclusion independently as well as interconnectedly. In doing so, we will be able to micro-target extremely vulnerable segments of the Bolivian population (e.g.- children, women, Rural dwellers, indigenous groups, etc.) using 2008 as a benchmark for future incremental reviews of progress. Explanation: Existing programs of poverty alleviation have identified the need to “narrow the gap between economic and social policies”; however, the existing measures are based on monetary dimensions of poverty. These measures tend to overlook important dimensions of social exclusion that can lead to increasingly poverished conditions. Placing people at the center of equitable development, the capability approach has emphasized policies that target the most socially excluded groups on various dimensions of human development. Our measure therefore aims at better assessing the achievements of socially excluded groups, in order to orientate policy interventions that will enhance their capabilities in the future.
