Workforce Development: Building the Pipeline of Future National Security Workers and provide required training to incumbent workers. Catalyst for Thought Leadership and Technical Innovation for Undersea Technology and Cybersecurity Defense Innovation Days

Major Annual Event: Defense Innovation Days Defense Innovation Days 2019 – www.defenseinnovationdays.com 26-28 August 2019 – Newport Marriott Hotel - Newport, RI Annual forum for DoD policymakers, Congressional stakeholders, and industry leaders to discuss future challenges, needs and opportunities Collaborate with Naval Undersea Warfare Center’s Advanced Naval Technology Exercise (ANTC) – held same week.

Undersea Technology Innovation Consortium (UTIC) • On 4 June 2018, the Naval Undersea Warfare Center (NUWC) awarded UTIC a 3-year Other Transaction Authority (OTA) Agreement for Undersea and Maritime Prototyping Solutions with options up to 10 years. • OTAs are an agile contracting mechanism, and as such are not covered by the Federal Acquisition Regulation. • An “enterprise partnership” between the Government and a consortium of technology developers/providers with ability to negotiate IP rights. • ~250 member organizations, including industry (small/large companies), academic institutions, and non-profits. • The Navy has identified over 50 prototype projects to date. The go-forward plan is for biannual release of topics in October and April. Rationale for Using anOTA • The Department of Defense uses OTAs to get needed innovative technology fielded as quickly as possible. • This OTA is for technology development and prototyping of undersea technology and innovative maritime systems. • OTAs are an agile contracting mechanism, and as such are not covered by the Federal Acquisition Regulation. • OTAs require substantial participation from non-traditional firms (typically, all small businesses qualify as a non-traditional). • OTAs support open communication and collaboration. • This award has established UTIC as the DoD focal point for undersea and maritime technology innovation.
