  3. California Transportation Plan (CTP) Policy Goals for CTP 2025: • Improve Mobility and Accessibility • Preserve the Transportation System • Support the Economy • Enhance Public Safety and Security • Reflect Community Values • Enhance the Environment

California’s Efforts to Reduce Transportation Related CO2 Emissions California enacted SB 375 in 2008 to reduce passenger vehicle emissions within each of the 18 MPOs using the RTP to address both transportation and land use issues. The California Air Resources Board has assigned per capita CO2 reduction targets for 2020 and 2035 for each MPO ranging from 1% to 19%. These targets have created new methodology for the MPOs to determine how they are achieving the CO2 emission reduction targets.

  5. Performance Measurement at the MPO Level Each individual MPO develops their own PM’s to reflect regional values. MPO performance measures can be grouped as follows: • Congestion/Delay/Vehicles Miles Traveled • Mode Share/Trips • Safety • Transit/Bicycle/Pedestrian Access • Transportation System Investment/Preservation/Service/Fuel Use • Travel Distance/Times/Costs
