Electronic Offers and Modifications • For portfolio, 28.2% of mods and 39.5% of offers were electronic in April 2010 • For MSC, 7% of mods and 32% of offers were electronic in April 2010 • Goal: 100% of GSS offers and modifications are electronic by October 1, 2010 • Having valid digital certificate is critical • Two contract negotiators with exact name match on contract ensures continuity

  3. RAM I Mods • Available today –enables quick turn around on administrative modifications which comprise 20% of incoming mods. Submitted through emod. • Contract Admin (CCR) • Phone number (CCR) • Fax number • Web URL • E-mail address • Authorized Negotiator (must have one valid negotiator with digital cert) • Delete labor category • Delete product • Delete Special Item Number (SIN) Temporary Price Reductions

  4. FAS Enterprise Acquisition Solution - EAS • Standardized process for electronic capture of contract information required for award and modification of MAS contracts • End-to-end electronic process • MAS Pilot to commence in January

EAS Requirements Focus • Pricing • Standard format for electronic capture of pricing data • Electronic capture, storage, retrieval, edit and presentation of pricing data • Workflow Management • Automate business process flows including: assignments, welcome letter, administrative/deficiency letter, routing of documents for approval, and award letters • Technical Evaluation • Electronic capture of project experience, past performance, quality control information and the technical offer content • Administrative Evaluation • Automate aspects of the determination of Vendor Responsibility including Financials, SBA interactions, Subcontracting Plan Evaluation, Open Ratings, EPLS and Certificates of Competency • Contractor Information Management • Auto-check vendor information including CCR Registration and Representations and Certifications

  7. Formatted Pricing Templates • Product/Service formats required for contract award, modification, and GSA etools • Combination of CSP, GSA Advantage! Files and basis of award • Once established will serve as baseline for future modifications

  9. Scope of Mass Mod - Goldstar • Requires baseline of clauses • Allows contractors to submit existing exceptions to clauses • Contract terms and conditions and exceptions will be posted in eLibrary

  10. Scanning of Existing Paper files • FAS is migrating from paper to electronic contract files • Requires indexing, scanning and acceptance of scanned documents. • Multi-year project to convert existing files
