  2. What is TIB? • TIB makes and manages state investments in local street and sidewalk projects • Six grant programs and other services build and maintain local streets • Revenue from 3 cents of state gas tax • Expenditures are 98.5% capital

  3. Our Goal: Fully-funded and Completed Projects

  4. Day 4: How broke are we? • No demand forecasts • No inventory control • About 95 percent over-programmed • 5 months arrears in payments in 2001 • 400 projects over optimal inventory • $17m in unfunded increases • 12 year old projects with little oversight • 18 months from default
