  2. Learning Objectives The attendees will obtain the information on the Florida Specific Code Changes and perhaps more importantly be aware of the base code changes found in the 2006 IRC from the 2003 IRC that Florida does not identify as a change.

  3. DISCLAIMER • Note: Every effort has been made to identify all changes found in the 2007 Florida Building Code-Residential. However, not all may have been identified, and it is up to the user to become familiar with the code sections that they are using.

  4. 2007 Florida Residential Code, Chapters 1 and 2. Preface || Marginal Markings Vertical lines in the margins within the body of the code indicate a change from the requirements of the base codes to the 2007 Florida Building Code effective March 1, 2009. Sections deleted from the base code are designated “Reserved.”

  5. Chapter 1Administration NEW SECTION SECTION 105.15 Florida Building Code-Building When any activity requiring a building permit that is applied for on or after July 1, 2008, and for which the estimated cost is $50,000 or more for a building that is located in the wind borne debris region as defined in the Florida Building Code and that has an insured value of $750,000 or more, or, if the building is uninsured or for which documentation of insured value is not presented, has a just valuation for the structure for purposes of ad valorem taxation of $750,000 or more. Opening protections as required within the Florida Building Code, Building or Florida Building Code, Residential for new construction shall be provided.

  6. Chapter 2-Definitions Accessory Structure. A structure not greater than 3,000 square feet in floor area, and not over two stories in height, the use of which is customarily accessory to and incidental to that of the dwelling(s) and which is located on the same lot.

  7. Chapter 2-Definitions Air-Impermeable insulation. An insulation having an air permeance equal to or less than 0.02 L/s-m2 at 75 Pa pressure differential tested according to ASTM E 2178 or E 283.

  8. Chapter 2-Definitions R201.5 Terms relevant to the energy provisions of Chapter 11 shall be as defined in Section N 1100.7.3

  9. DEFINITION CHANGES • APPROVED. Acceptable to the building official. • APPROVED AGENCY. An established and recognized agency regularly engaged in conducting tests or furnishing inspection services, when such agency has been approved by the building official.

  10. SECTION R 202 – DEFINITIONS • AWNING. Any rigid or movable (retractable) roof-like structure, cantilevered, or otherwise entirely supported from a building. An awning is comprised of a lightweight rigid or removable skeleton structure over which an approved cover is attached.

  11. SECTION R 202 – DEFINITIONS • CANOPY. • Any fixed roof-like structure, not movable like an awning, and which is cantilevered in whole or in part self supporting, but having no side walls or curtains other than valances not more than 18 inches deep. Lean-to canopies, fixed umbrellas and similar structures are included in this classification. Structures having side walls or valances more than 18 inches deep shall be classified as a tent as set forth herein.

  12. SECTION R 202 – DEFINITIONS • CARBON MONOXIDE ALARM. • A device for the purpose of detecting carbon monoxide, that produces a distinct audible alarm, and is listed or labeled with the appropriate standard, either ANSI/UL 2034 - 96, Standard for Single and Multiple Station CO Alarms, or UL 2075 - 04, Gas and Vapor Detector Sensor, in accordance with its application.

  13. SECTION R 202 – DEFINITIONS • CIRCULAR STAIRS. A stairway with steps that result in a sweeping circular or curved pattern, but not spiral stairs. • COMMISSION. Means the Florida Building Commission created by this part.

  14. SECTION R 202 – DEFINITIONS • CONDITIONED SPACE. For energy purposes: See Space (a) conditioned space, Chapter 11, Section N1100.7.3.. For mechanical purposes, an area, room or space being heated or cooled by any equipment or appliance.

  15. SECTION R 202 – DEFINITIONS • EMERGENCY ESCAPE AND RESCUE OPENING. An operable exterior window, door or similar device that provides for a means of escape and access for rescue in the event of an emergency.

  16. DEFINITION CHANGES in the 2007 FLORIDA RESIDENTIAL CODE. • EXTERIOR WALL. {An above-grade wall enclosing conditioned space.} An above-grade wall that defines the exterior boundaries of a building. Includes between-floor spandrels, peripheral edges of floors, roof and basement knee walls, dormer walls, gable end walls, walls enclosing a mansard roof and basement walls with an average below-grade wall area that is less than 50 percent of the total opaque and nonopaque area of that enclosing side

  17. SECTION R 202 – DEFINITIONS • FABRIC COVERED FRAMEWORK (FCF). A nonpressurized structure which is composed of a rigid framework to support tensioned membrane or fabric which provides the weather barrier.

  18. SECTION R 202 – DEFINITIONS • FIRE SEPARATION DISTANCE. The distance measured from the building face to one of the following: • 1. To the closest interior lot line; or • 2. To the centerline of a street, an alley, easement or public way; or • 3. To an imaginary line between two buildings on the lot. • The distance shall be measured at a right angle from the face of the wall.

  19. SECTION R 202 – DEFINITIONS • FOSSIL FUEL. Coal, kerosene, oil, fuel gases, or other petroleum or hydrocarbon product that emits carbon monoxide as a by-product of combustion.

  20. SECTION R 202 – DEFINITIONS • GARAGE DOOR MANUFACTURER. The party responsible for the completed assembly of the garage door components.

  21. SECTION R 202 – DEFINITIONS • HABITABLE SPACE. A space in a structure for living, sleeping, eating or cooking. Bathrooms, toilet compartments, closets, halls, screen enclosures, sunroom Categories I, II and III as defined in the AAMA/NPEA/NSA 2100, storage or utility space, and similar areas are not considered habitable space.

  22. SECTION R 202 – DEFINITIONS • PERMANENT LABEL. A label that cannot be removed without noticeable damage.

  23. SECTION R 202 – DEFINITIONS • SPIRAL STAIRS. A stairway with steps that have a central connecting point, and the travel path is a corkscrew or spiral.

  24. SECTION R 202 – DEFINITIONS • STREET. Any public thoroughfare, street, avenue, boulevard or space more than 20 feet wide which has been dedicated or deeded for vehicular use by the public and which can be used for access by fire department vehicles.

  25. SECTION R 202 – DEFINITIONS SUNROOM. 1. A room with roof panels that include sloped glazing that is a one-story structure added to an existing dwelling with an open or glazed area in excess of 40 percent of the gross area of the sunroom structure’s exterior walls and roof. 2. A one-story structure added to a dwelling with structural roof panels without sloped glazing. The sunroom walls may have any configuration, provided the open area of the longer wall and one additional wall is equal to at least 65 percent of the area below 6 feet 8 inches of each wall, measured from the floor. For the purposes of this code the term “sunroom” as used herein shall include conservatories, sunspaces, solariums, and porch or patio covers or enclosures.

  26. SECTION R 202 – DEFINITIONS UNUSUALLY TIGHT CONSTRUCTION. Construction meeting the following requirements: 1. Walls comprising the building thermal envelope have a continuous water vapor retarder with a rating of 1 perm [57.4 ng/(s · m2 · Pa)] or less with openings therein gasketed or sealed. 2. Doors and openable windows meet the air leakage requirements of Chapter 13, Section 606 of the Florida Building Code, Building; and 3. Caulking or sealants are applied to areas such as joints around window and door frames between sole plates and floors, between wall-ceiling joints, between wall panels, at penetrations for plumbing, electrical and gas lines, and at other openings.

  27. DEFINITION CHANGES in the 2007 FLORIDA RESIDENTIAL CODE. • WALL, RETAINING. A wall not laterally supported at the top, that resists lateral soil load and other imposed loads.

  28. Chapter 3-Building Planning-R301.2.1.1.2-Sunrooms. • Sunrooms shall comply with AAMA/NPEA/NSA 2100 with the structural requirements and testing provisions of Chapter 5 modified to incorporate ASCE 7. Sunrooms shall be categorized in one of the following categories by the permitapplicant, design professional or the property owner where the sunroom is being constructed.

  29. Chapter 3-Building Planning-R301.2.1.1.2-Sunrooms-Category I • Category I: A roof or a covering of an outdoor space. The openings shall be permitted to be enclosed with insect screening or 0.5 mm (20 mil) maximum thickness plastic film. The space is defined as nonhabitable and unconditioned.

The openings are permitted to be enclosed with translucent or transparent plastic or glass. The sunroom complies with additional requirements for forced-entry resistance, air-leakage resistance and water-penetration resistance. The space is defined as nonhabitable and unconditioned.

  32. Chapter 3-Building Planning-R301.2.1.1.2 Sunrooms-Category IV • Category IV:A roof or a covering of an outdoor space with enclosed walls. The sunroom is designed to be heated and/or cooled by a separate temperature control or system and is thermally isolated from the primary structure. The sunroom complies with additional requirements for forced-entry resistance, water penetration resistance, air-leakage resistance, and thermal performance. The space is defined as habitable and conditioned.

  33. Chapter 3-Building Planning-R301.2.1.1.2 Sunrooms-Category V • Category V: A roof or a covering of an outdoor space with enclosed walls. The sunroom is designed to be heated and/or cooled and is open to the main structure. The sunroom complies with additional requirements for forced-entry resistance, water-penetration resistance, air-leakage resistance, and thermal performance. The space is defines as habitable and conditioned.

  34. Chapter 3-Building Planning-R301.2.1.2-Protection of Openings • 1. Opening in sunrooms, balconies or enclosed porches constructed under existing roofs or decks are not required to be protected provided the spaces are separated from the building interior by a wall and all openings in the separating wall are protected in accordance with this section. Such space shall be permitted to be designed as either partially enclosed or enclosed structures.

  36. Chapter 3-Building Planning-Section R301.2.1.4 Exposure Category • R301.2.1.4 Exposure category. For each wind direction considered, an exposure category that adequately reflects the characteristics of ground surface irregularities shall be determined for the site at which the building or structure is to be constructed. For a site located in the transition zone between categories, the category resulting in the largest wind forces shall apply. Account shall be taken of variations in ground surface roughness that arise from natural topography and vegetation as well as from constructed features. For any given wind direction, the exposure in which a specific building or other structure is sited shall be assessed as being one of the following categories: • Exception: An intermediate exposure between the exposure categories defined is permitted in a transition zone provided that it is determined by a rational analysis method.

  37. Chapter 3-Building Planning-Section R301.2.1.4.1 Exposure Category • R301.2.1.4.1 Wind directions and sectors. For each selected wind direction at which the wind loads are to be evaluated, the exposure of the building or structure shall be determined for the two upwind sectors extending 45 degrees (0.79 rad) either side of the selected wind direction. The exposures in these two sectors shall be determined in accordance with Sections R301.2.4.2 and R301.2.1.4.3 and the exposure resulting in the highest wind loads shall be used to represent winds from that direction.

  38. Chapter 3-Building Planning-Section R301.2.1.4.1.2 Exposure Category • R301.2.1.4.1.2 Surface roughness categories. A ground surface roughness within each 45-degree (0.79 rad) sector shall be determined for a distance upwind of the site as defined in Section R301.2.1.4.3 from the categories defined below, for the purpose of assigning an exposure category as defined in Section R301.2.1.4.3.

Urban and suburban areas, wooded areas or other terrain with numerous closely spaced obstructions having the size of single-family dwellings or larger. Exposure B shall be assumed unless the site meets the definition of another type exposure

  40. Chapter 3-Building Planning-Section R301.2.1.4 Surface Roughness “C” • Surface Roughness C. • Open terrain with scattered obstructions having heights generally less than 30 feet. This category includes flat open country, grasslands, and all watersurfaces in hurricane-prone regions. This surface roughness shall also apply to any building located within surface roughness B-type terrain where the building is within 100 feet horizontally in any direction of open areas of surface roughness C-type terrain that extends more than 600 feet and width greater than 150 ft. in the upwind direction. Short-term (less than two year) changes in the pre-existing terrain exposure, for the purposes of development, shall not be considered surface roughness C. Where development buildout will occur within three years and the resultant condition will meet the definition of surface roughness B, surface roughness B shall be regulating for the purpose of permitting. This category includes flat open country, grasslands and ocean or gulf shorelines and shall extend downwind for a distance of 1500 feet.

Exposure B shall apply where the ground surface roughness condition, as defined by Surface Roughness B, prevails in the upwind direction for a distance of at least 2,600 feet or 20 times the height of the building, whichever is greater. • Exception: For buildings whose mean roof height is less than or equal to 30 feet, the upwind distance is permitted to be reduced to 1,500 feet.

Exposure C shall apply for all cases where Exposure B does not apply.Buildings located within a distance of 600 feet of inland bodies of water that present a fetch of 1 mile or more or inland waterways or rivers with a width of 1 mile or more shall be classified as Exposure C and roof sheathing uplift and roof-to-wall uplift loads shall be increased by 20 percent.

Chapter 3-Section Table 301.5-IRC clarified the truss-loading criteria for attics with and without storage, change in the Florida Residential Code. • Attics without storage are those where the maximum clear height between joist and rafter is less than 42 inches, or where there are nottwo or more adjacent trusses with the same web configuration capable of containing a rectangle 42 inches high by 2 feet wide, or greater, located within the plane of the truss. For attics without storage, this live load need not be assumed to act concurrently with any other live load requirements.
