Application Requirements • Due Date: by April 7, 2014 • Time: No Later than 2:00 pm • One Original and One Copy • 3-ringed binder and tabbed (pl make sure that all the information is submitted along with pertinent sections of the application) • DOH WILL NOT accept applications or additional information after April 7th 2:00 pm. Project Standards • Residential Rehab $400,000 • Multijurisdictional 2+ towns $500,000 • 3+ towns $600,000 • Public Housing 25 units or less $700,000 • Public Housing 26 or more units $800,000 • Public Facilities $700,000 • Streets & Sidewalks $500,000 • Planning Only $25,000 • Economic Development $500,000 • Urgent Need - no longer a set aside $500,000 Small Cities CDBG Workshop - January 29, 2014 - Hartford

Spending Thresholds • 2013 Grants – 10% expended by February 28, 2014 • 2012 Grants – 50% expended by February 28, 2014 • 2011 Grants – 100% expended • 2010 Grants and older – MUST be closed with a Certificate of Completion or Pre-Closeout Certificate • No more than 3 open grants allowed per grantee • Open PI projects are considered “open grants” • Open and unresolved findings will impact the app. • Grantee will not be awarded funds if had a grant “terminated for cause” in the last 3 years Small Cities CDBG Workshop - January 29, 2014 - Hartford

Program Guidelines & Requirements • Administration costs are now restricted to $33,000 for housing rehabilitation programs; $28,500 for all other activities • Program costs are now restricted to 12% of grant funds for all activities • $35,000 program income (PI) threshold: • below $35,000, Miscellaneous Revenue; • above $35,000, program income • NOTE:However, under CT CDBG program, any revenue generated from revolving loan funds is considered PI, regardless of the amount. Program Guidelines & Requirements Cont. • Program Income – 8% limit on admin costs, 12% limit on program costs per the amount of PI allocated toward a specific activity • Loan-to-Value Ratio (Rehabilitation Activities) – DOH recommends 90% LTV ratio. Any deviation from this standard must be reported to DOH and approved by DOH • Three-Party Initial Contract Agreement and Final Inspection Agreement – DOH recommends one between the municipality/building inspector/consultant, homeowner, and contractor. Reminders • If you plan to do streets and sidewalks, you should be aware that the block group data may not be available by the time you are working on your application. • If you plan to do a survey, you must get permission from DOH prior to doing the survey • Survey Methodology handbook that outlines the survey requirements is posted on the Web site in a booklet format for your review. • The March 31st quarterly will be used to determine your PI amounts. Reminders Cont. • Continue to use bonus points for the PIC towns • Threshold criteria must be met when the application is submitted – no Request for Payment can come in with the application. • FHAP MUST be submitted as part of the application • All payment requests must be at DOH for processing no later than February 28, 2014 to meet the spending threshold requirement. • Budget Extensions – Must demonstrate a need to extend the budget beyond the initial 2 year deadline.
