  3. Purpose Provide a “101” type overview of FEMA’s role in supporting state and local officials during the response phase of a disaster.

  4. Preparedness • Coordination with federal and state partners • Identification of key personnel and resources

  5. Federal Support Before a Declaration “All disasters are local.” - Craig Fugate, FEMA Administrator

  6. Federal Support Before a Declaration • FEMA can and will assist prior to a declaration • FEMA will not send personnel and aid to the state unless requested • State will bear all costs • The state Governor must make a formal request for federal assistance

  8. Federal Support After a Declaration • A Presidential Declaration allows FEMA - under the Stafford Act - to direct federal resources (except DOD) in response to the declared disaster • FEMA does not lead the disaster response; the state retains the lead • Federal reimbursement of costs

Federal Support After a Declaration • Mission assignments • After a declaration, federal resources (non DOD) are assigned as requested by FEMA at no cost to the state • Anticipation of what will be needed is key to ensure a well timed response • DOD assets are not directly mission assigned by the state and must be released by the Secretary of Defense
